Council Minutes of 12-01-2020 <br />Roll Call: <br />Yes: Limpert, Kelly, Hemann, Brossard, Glassburn, Schumann, Williamson <br />No: None <br />Motion carried. Resolution 2020-120 adopted 7-0. <br />Ordinance 2020-122 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance establishing the rates of compensation for various administrative and <br />legislative personnel for the years 2021, 2022 and 2023 with salary ranges of a zero <br />percent (0%) increase for 2021 and a two and one-half percent (2.5%) increase in 2022 <br />and 2023 for full-time and part-time positions; amending Sections 14, 15 and 16; and <br />otherwise restating compensation benefits and descriptions for various administrative and <br />legislative personnel for the years 2021, 2022 and 2023, and declaring an emergency. <br />Ordinance 2020-123 introduced by Council President Jones on behalf of herself and all of <br />Council was given its second reading. An Ordinance establishing and fixing the <br />compensation for the elected officials of the City of North Olmsted at an increase of zero <br />(0) percent for 2022, zero (0) percent for 2023, and two and one-half (2 `/2) percent for <br />2024 and two (2) percent for 2025 for the term of office commencing January 1, 2022 <br />and ending December 31, 2025. <br />Ordinance 2020-124 introduced by Council President Jones on behalf of herself, Mayor <br />Kennedy and all of Council was given its second reading. An Ordinance dispensing with <br />the RFP process otherwise required by Sections 111.03 et seq. of the Administrative <br />Code and authorizing the Mayor, subject to approval of the Board of Control, if <br />necessary, to enter into a two-year agreement with the Walter H. Drane Company for the <br />purpose of providing ordinance codification services to the City of North Olmsted, and <br />declaring an emergency. <br />Ordinance 2020-125 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance authorizing a temporary vacancy in the position of Director of Public Safety. <br />Councilman Schumann moved for suspension of the rule requiring three readings as this <br />was discussed in committee and the storm has driven home the point that we get a <br />qualified person in the service position as soon as possible. The motion was seconded by <br />Councilman Brossard and passed 5-2. <br />Roll Call: <br />Yes: Schumann, Brossard, Glassburn, Limpert, Kelly <br />No: Williamson, Hemann <br />Motion carried 5-2. <br />Councilman Schumann moved for adoption. The motion was seconded by Councilman <br />Brossard and failed 4-3. <br />Roll Call: <br />Yes: Schumann, Brossard, Limpert <br />No: Glassburn, Hemann, Williamson, Kelly <br />Motion failed.
