Council Minutes of 12-01-2020 Roll Call: Yes: Limpert, Kelly, Hemann, Brossard, Glassburn, Schumann, Williamson No: None Motion carried. Resolution 2020-120 adopted 7-0. Ordinance 2020-122 introduced by Mayor Kennedy was given its second reading. An Ordinance establishing the rates of compensation for various administrative and legislative personnel for the years 2021, 2022 and 2023 with salary ranges of a zero percent (0%) increase for 2021 and a two and one-half percent (2.5%) increase in 2022 and 2023 for full-time and part-time positions; amending Sections 14, 15 and 16; and otherwise restating compensation benefits and descriptions for various administrative and legislative personnel for the years 2021, 2022 and 2023, and declaring an emergency. Ordinance 2020-123 introduced by Council President Jones on behalf of herself and all of Council was given its second reading. An Ordinance establishing and fixing the compensation for the elected officials of the City of North Olmsted at an increase of zero (0) percent for 2022, zero (0) percent for 2023, and two and one-half (2 `/2) percent for 2024 and two (2) percent for 2025 for the term of office commencing January 1, 2022 and ending December 31, 2025. Ordinance 2020-124 introduced by Council President Jones on behalf of herself, Mayor Kennedy and all of Council was given its second reading. An Ordinance dispensing with the RFP process otherwise required by Sections 111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval of the Board of Control, if necessary, to enter into a two-year agreement with the Walter H. Drane Company for the purpose of providing ordinance codification services to the City of North Olmsted, and declaring an emergency. Ordinance 2020-125 introduced by Mayor Kennedy was given its second reading. An Ordinance authorizing a temporary vacancy in the position of Director of Public Safety. Councilman Schumann moved for suspension of the rule requiring three readings as this was discussed in committee and the storm has driven home the point that we get a qualified person in the service position as soon as possible. The motion was seconded by Councilman Brossard and passed 5-2. Roll Call: Yes: Schumann, Brossard, Glassburn, Limpert, Kelly No: Williamson, Hemann Motion carried 5-2. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and failed 4-3. Roll Call: Yes: Schumann, Brossard, Limpert No: Glassburn, Hemann, Williamson, Kelly Motion failed. Ordinance 2020-125 failed 4-3. LV
