Council Minutes of 12-15-2020 <br />balanced budget has been made. The Director wishes to determine after final <br />unencumbered balances have been factored in if there are needed transfers. There <br />are expected to be multiple police retirees, which will affect the Separation Pay <br />fund. The Mayor's office cut $22,700 from the budget. This is removing the <br />military pole banners and the party around the fireworks, although the fireworks <br />remain. Mayor's Court pared about $12,000 from their budget mostly due to <br />reduced consumption of materials and supplies. Recreation 2020 revenues are <br />down by about a third and had corresponding cuts and expenses. Commissioner <br />Drenski has an optimistic 2021 budget, but is prepared to shut down in a hurry <br />and are not taking bid deposits. Springvale golf course is not asking for much new <br />and no dredging is required in 2021. The ballroom has 44 weddings booked for <br />2021. This represents about a half million dollars more in revenue. The big story <br />in police is the potential retirement of between six and nine officers. The <br />department would like to go with a Watch Guard video server for new dash cams <br />and they are purchasing two new cars in 2021. Additionally, they are requesting <br />to upgrade the 50 -year old plumbing in the jail. The Fire Department is asking for <br />about $650,000 in new equipment and supplies that need to be repaired. This <br />includes turnout gear which they try to rotate out each year. A new EMS for <br />$430,000 is requested, this is the same vehicle that was pushed back in 2020. <br />Deer management in the Safety Budget decreased to $5,000 as it will get fewer <br />permits as it is the sixth year of culling. Safety is requesting $3,000 in COVID <br />supplies. Storm is requesting $58,000 for contracts for catch basins. Previously, <br />the City was doing it and it hasn't been the best approach. A new JetVac truck <br />would cost $465,000 and replace the 2009 model that was handed down from <br />sanitary. Streets would like to replace the 21 -year old street sweeper for $270,000 <br />and purchase a mini -excavator and trailer for $108,000. Fleet would like to <br />purchase lifts for the garage at a cost of $23,500. Waste Water has limited their <br />capital purchases in 2021 due in part because of the $320,000 balance due on the <br />CCTV truck. The department has about $550,000 in additional capital <br />improvement plans and its funding comes from outside the general fund as it is <br />supported by user fees. Director of Human Resources Gallo has left much of the <br />outside services which had been planned for 2020 off of the temporary budget, <br />including insurance, property appraisal and employee training as well as cutting <br />labor relations estimates in half. There was an additional $3,000 added for <br />additional insurance costs. Civil Service pre-employment testing will be up a bit <br />due to police department retirements and other issues. IT has about $85,000 to <br />continue the battle against cyber -attacks. The Building Department is holding <br />tight except for the new contract costs. No Ward sweeps are budgeted in 2021. <br />There is about a 13% increase in fixed costs on healthcare renewal. The Planning <br />Department would like to continue the Heritage Home Loan Program for $12,000 <br />a year. Director Lieber has budgeted for Boards and Commissions with hope there <br />can be some events in 2021. Community Life Services will have a new contract <br />with the Senior Transportation Connection. Youth and Family Services would <br />like to add an outdoor meeting area. The part-time inspector in Engineering will <br />remain open this year. Bowen's services will continue and there are still a bunch <br />of projects pending such as Brook Park Road, street resurfacing, EQ Basin, storm <br />basin, which are all capital improvement projects that come out of the Capital <br />Improvement Fund.
