<br />Department is cutting outside services from $20,000 to $12,500. The City did get
<br />a break in costs from RITA since it is collecting less tax, which will end up saving
<br />about $200,000. Council is no longer paying for security.
<br />The Finance Committee met again on Tuesday, December 8, 2020 at 7:00 p.m. Present
<br />were committee members Schumann and Brossard; Council members Glassburn,
<br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of
<br />Finance Copfer, Director of Law Gareau, Director of Planning & Community
<br />Development Lieber, Assistant Finance Director Sperling, Municipal Advisor Matt
<br />Stuczynski and guests.
<br />• Discussed were Ordinances 2020-129 through 2020-142. Ordinance 2020-129 is
<br />$125,000 for telecommunications equipment from 2018; 2020-130 is $1,405,000
<br />for 2018 Street Improvements; 2020-131 is $1,035,000 for the 2019 fire tower
<br />truck; 2020-132 is $1,260,000 for 2019 Springvale Phase II improvements; 2020-
<br />133 is $1,330,000 for the 2019 City Hall HVAC and Police Station Roof and
<br />HVAC; 2020-134 is for 2019 IT Hardware/Software Infrastructure Redundancy at
<br />$260,000; 2020-135 is $175,000 for the City Hall change in plans to make HVAC
<br />roof units at $175,000: 2020-136 is $2,200,000 Ice Rink Improvements; 2020-137
<br />is $1,165,000 for the 2020 Country Club East project; 2020-138 is $220,000 for
<br />the 2020 Springvale golf equipment; 2020-139 is $300,000 for the 2020 IT
<br />desktops with Windows 10 and applicable licenses; 2020-140 is $1,055,000 for
<br />the 2020 Annual Street Improvement program; 2020-141 is $1,000,000 in new
<br />money for the 2021 Annual Street Improvement program; 2020-142 is also new
<br />money 2021 Brookpark improvement with ODOT with the City being responsible
<br />for $1,000,000. Total proposed bond issue is $12,530,000. Mr. Stuczynski said
<br />the City can expect very low interest rates perhaps as low as 1.35%. These will be
<br />going out in February. The committee voted 2-0 to recommend to Council.
<br />• Also discussed was Resolution 2020-143. A Resolution authorizing and affirming
<br />the Mayor's acceptance of cash donations offered by several donors in amounts
<br />over $1,000.00 to be used by the Oxcart Pantry, and declaring an emergency.
<br />There were four donations over $1,000 each by individuals or entities and the
<br />committee voted to recommend 2-0 with suspension.
<br />• Also discussed was Ordinance 2020-127. An Ordinance to make and transfer
<br />appropriations for current expenses and other expenditures for the City of North
<br />Olmsted for the year ending December 31, 2020 and declaring an emergency.
<br />This was asked for suspension this evening. Most of the increased expenditures
<br />were balanced within departments, however, several big expenditures were added.
<br />There was $70,000 in extra street rejuvenation, $987,000 to prepay the City's
<br />portion of the Brookpark Road improvements and $416,400 for the Country Club
<br />East project. There was also $102,000 for the walking path, which will be coming
<br />back to the City through CDBG funds. Additionally, there was $78,000 in capital
<br />improvements, $20,000 in refunds at Springvale, $200,000 in refunds from the
<br />Trust Agency Fund. As of December 8, the amendments were limited to $2,400 in
<br />additional spending in the Coronavirus Relief Fund. The total increase was
<br />$1,898,000 and the total budget is $76,400,000. Committee voted 2-0 to
<br />recommend as amended with suspension.
