Council Minutes of 12-15-2020 <br />Councilman Schumann moved to amend 2020-127. The motion was seconded by <br />Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Kelly, Limpert, Hemann, Glassburn <br />No: None <br />Motion passed. Ordinance 2020-127 amended 6-0. <br />• The meeting actually began with a discussion of Ordinance 2020-128. An <br />Ordinance to make appropriations for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 2021 and declaring <br />an emergency. There were no actual amendments offered during the meeting, <br />however, the Director of Finance had received some concerns prior to the <br />meeting. Councilman Limpert had concerns about certain funds not being <br />replenished. Two of his concerns were the 27th pay and separation pay funds. <br />Some members of Council expressed a desire to be given some time to prepare <br />possible amendments. The Chair requested all amendments be balanced and <br />Director Copfer asked for a loose timeline of Thursday morning to see proposed <br />amendments. The committee voted 2-0 to hold in committee. <br />The Finance Committee met again on Tuesday, December 15, 2020 at 7:00 p.m. Present <br />were committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann and Limpert; Council President Jones; Mayor Kennedy, Director of Finance <br />Copfer, Director of Law Gareau, Director of Planning & Community Development <br />Lieber, Assistant Finance Director Sperling, Mayor's Administrative Assistant Kovach <br />and guests. <br />• Discussed was Ordinance 2020-128. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2021 and declaring an emergency. The meeting was to <br />discuss a list of possible amendments. Councilman Glassburn prepared a list of <br />amendments from different Councilmembers. Director Copfer went through each <br />of the points on the list. Many of the issues are big purchases, which will be <br />before Council again.
