Council Minutes of 12-15-2020 <br />The Streets & Transportation Committee met on Tuesday, December 8, 2020 at 7:50 p.m. <br />Present were committee members Limpert and Glassburn; Council members Brossard, <br />Hemann, Schumann and Williamson; Mayor Kennedy, Director of Finance Copfer, <br />Director of Human Resources Gallo, Director of Law Gareau, Director of Planning & <br />Development Lieber and guests. <br />• Discussed was Resolution 2020-144. A Resolution to cooperate with the Director <br />of Transportation of the Ohio Department of Transportation for a project to <br />resurface Brookpark Road (S.R. 17) between Lorain Road and the eastern North <br />Olmsted corporation limit, including gateway enhancements at Lorain Road and <br />at I.R. 480 in the City of North Olmsted, and declaring an emergency. This is a <br />part of the process to move on to bidding. The cost of the funding is <br />approximately $1.4 million. The committee voted 3-0 to recommend to Council. <br />• Also discussed was Resolution 2020-111. A Resolution authorizing and directing <br />the Director of Planning & Community Development to make application to the <br />Ohio Department of Transportation (ODOT) on behalf of the City of North <br />Olmsted for funding for safety related improvements to Clague Road; and further <br />authorizing funds for the required local match; and further authorizing the Mayor <br />to accept the grant if awarded and to execute a contract for the same, and <br />declaring an emergency. This was a continuation of several meetings on this <br />Resolution. Director Lieber said based on requests from the committee, the City <br />went back to the consultants and believed an assessment of a third lane could be <br />achieved within or close to the original budget of the safety application. She also <br />provided a five year Street plan in preparation for the meeting. Director Lieber <br />noted the plan is subject to a number of variables for example grants becoming <br />available, partnerships for funding, etc. Councilman Glassburn noted that going <br />for a third lane would not be all safety funding, but potentially through other <br />funding. Director Lieber said she would provide a list of other potential funding <br />types, but expressed concerns about qualification for many of those grants based <br />on feedback from the consultants along with concerns some of them might push <br />the project back to 2026. Councilman Limpert asked Council to think about <br />thresholds of the budget they would be comfortable spending to support a third <br />lane project vs. the $175,000 safety application and iterated this could lead to <br />reduced options or delays to the project based on uncertainties of future funding. <br />Councilwoman Hemann expressed a desire for more details on the probability of <br />other funding options. Councilman Limpert expressed concern feeling the third <br />lane would be worth investigating, but did not have an expected threshold for how <br />much to pursue in that approach and would need more information to do so. The <br />committee voted 2-0 to hold in committee for the consultants to complete an <br />application for both the current proposal and a third lane along with providing <br />additional funding options. Since the meeting, Director Lieber noted the <br />application procedures and funding concerns expressed in the committee have <br />come to fruition as ODOT has delayed any slated 2024 projects not already in the <br />pipeline to 2025 at the earliest.
