MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 22, 2020 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kelly, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Planning & <br />Community Development Lieber and Clerk of Council Massarolo <br />Council President Jones called the meeting to order at 7:52 p.m. through GoToMeeting. <br />Due to the meeting being a virtual meeting, Council President Jones requested if any <br />member of the public using a computer wished to address Council to notify the Clerk via <br />the chat feature in GoToMeeting and they would be called on later in the meeting. For <br />those dialing in via phone, the lines would be unmuted during the appropriate portion of <br />the meeting. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: Second Reading: Ordinance 2020-128, Resolution 2020-146, Ordinance <br />2020-149, Resolution 2020-151, Resolution 2020-152 and Resolution 2020-153; First <br />Reading: Resolution 2020-159. <br />On behalf of Council, Council President Jones wished the administration, employees and <br />residents a happy holiday season over the next few weeks and said Council is looking <br />forward to a new year together and hopefully there will be a lot more things to be <br />thankful for in 2021. <br />REPORTS <br />Mayor Kennedy: <br />• No Report. <br />Director of Law Gareau: <br />• No Report. <br />Director of Finance Copfer: <br />• Congress passed a new relief package and one of the things was the 12/31/20 <br />deadline for CARES Act money has been extended another year. It is frustrating <br />as there were some projects if the City knew it had the time, it would have moved <br />forward on. However, there is additional money coming to local communities. <br />The government hasn't specified how much, but it should be sizable. <br />Additionally, the PPP to help local businesses and emergency disaster loans, <br />along with loan forgiveness will help small businesses. Also, the federal <br />unemployment stipend was also extended. There are some things in the recent <br />legislation that will help our budget. <br />
