Special Council Minutes of 12-22-2020 <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, December 22, 2020 at <br />7:01 p.m. Present were committee members Brossard, Williamson and Limpert; <br />Councilmembers Glassburn, Hemann, Kelly and Schumann; Council President Jones; <br />Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, <br />Director of Law Gareau, Director of Planning and Community Development Lieber and <br />guests. <br />• Discussed was Resolution 2020-147. A Resolution authorizing the Mayor to <br />purchase two (2) 2021 Ford Explorer Police Interceptor vehicles at a cost of <br />$65,508.00 through the State Purchase Program; and further authorizing the <br />Mayor to execute all contract documents. The Mayor said these are a total of <br />$65,508, meaning they are $32,754 each. It is a decrease in price of $500 each <br />over last year's prices. However, because these vehicles have a new body style, it <br />will require approximately $8,000 to $10,000 each to retrofit. The work will be <br />done internally. The committee voted 3-0 to recommend to Council. <br />• Discussed next was Resolution 2020-148. A Resolution authorizing the Mayor to <br />enter into a one year contract with TAC Computer Inc. in order to provide <br />maintenance and repair services to computer hardware and software in the North <br />Olmsted Police Department, and declaring an emergency. The City has a <br />longstanding relationship with TAC computer and the Police Chief is very <br />comfortable with them. It is a one year contract at a cost of $18,215 which is a <br />very nominal increase of about $150. The committee voted 3-0 to recommend to <br />Council. <br />Councilman Schumann Chairman of the Finance Committee: <br />Councilman Schumann said he wanted to begin his report by moving to amend 2020-128. <br />He said there were some changes that were brought forward and even though it is no <br />longer in committee, it does need to be amended on the floor. He said the items on the list <br />were addressed, but didn't make it into the budget. It includes a million dollar capital <br />outlay from the Permanent Improvement fund for the street project next year along with <br />$106,438 from the sewer fund for salaries and $16,444.83 for benefits. <br />Councilman Schumann moved to amend 2020-128. The motion was seconded by <br />Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, Williamson, Glassburn, Limpert, Kelly <br />No: None <br />Motion passed. Ordinance 2020-128 amended 7-0. <br />Councilman Glassburn moved to amend Ordinance 2020-128 with changes concerning <br />the Street Maintenance Fund, the General Fund and Economic Development Fund. The <br />changes include removal of the Street Sweeper from the street maintenance fund and <br />adding a Salt Truck; in the general fund, under Council to remove $7,500 for <br />redistricting, under the Mayor remove the North Olmsted Magazine postage and under <br />2 <br />
