Special Council Minutes of 12-22-2020 <br />outside services changing State of the City and fireworks to just State of the City and <br />reducing that line by $25,300. In Law, under contractual services increase the outside <br />services for outside counsel by $5,000. It would be funded with $5,000 of the <br />redistricting item. Under Human Resources it would remove the $1,700 under contractual <br />services for the firework insurance. Under contractual services in Forestry and Grounds <br />to increase the line "bike path repair, cemetery, fence and other ground maintenance by <br />$2,500 for a total to $7,500. The $2,500 funding would come from the remaining <br />redistricting line item. In the Economic Development Fund, eliminate the M133 services <br />under contractual services line item for Aerozone Alliance membership/MB3 services <br />from $22,000 to $2,000. Under the other new area, other sources and uses create a <br />$50,000 Small Business Relief Fund funded by the $20,000 from the Economic <br />Development Fund, $3,000 from the North Olmsted Magazine line and the $25,300 from <br />Fireworks and $1,700 from the insurance for the fireworks. The motion was seconded by <br />Councilwoman Hemann and passed 4-3. <br />Prior to the Roll Call vote, Council President Jones asked if there was any discussion. <br />Councilman Schumann said that was a lot and asked if it would be inappropriate to vote <br />on some of them individually. Councilwoman Jones explained the motion was made <br />together so it must be considered together, if a Councilmember would like to make <br />individual motions after this Roll Call has been completed it would be appropriate. <br />Councilman Limpert said he did not see this until a couple hours ago and while he sees <br />the value in some of the amendments, there are certain ones he is not comfortable with <br />and would like to see broken out, but understands if this would need to be voted on first. <br />Mayor Kennedy said last week Councilman Glassburn wanted to get rid of a vac truck <br />and get a salt truck and this week it's getting rid of a street sweeper to get a salt truck. He <br />asked where he is getting this from? <br />Councilman Glassburn said most of the items in the amendment are items that have been <br />discussed repeatedly. That was an item that at least some folks reached out to me <br />indicated they wanted to have an offset for the salt truck. The feeling was in the rank <br />order of priority the salt truck was going to be a higher priority than the street sweeper. <br />Mayor Kennedy asked if these people are in the administration or Councilmembers. <br />Councilman Glassburn replied Councilmembers. <br />Mayor Kennedy said last week there was talk about dumping a vac truck for the salt truck <br />and now it is a street sweeper. The City has seven salt trucks and one 20 year old street <br />sweeper. The street sweeper might be out nine months of the year, while the salt truck is <br />only three months. The City is not in desperate need of a salt truck, but it is in need of a <br />street sweeper. When we budget the administration talks to foremen and directors to find <br />out what the needs are and prioritize them. You are just getting together with <br />Councilmembers and reprioritizing what the people actually doing the job have asked for. <br />He asked Council not to further amend the budget. <br />3 <br />
