Special Council Minutes of 12-22-2020 <br />Councilwoman Hemann said the salt truck was on order and then it was canceled. There <br />was actually a purchase order issued for it, so apparently it was a need. She said she <br />doesn't know why it would take 20 years to purchase a street sweeper if it was such an <br />imperative item, when the City already had on order a salt truck. Regarding the JetVac, it <br />did seem critical as additional information was circulated and it was reconsidered as a <br />necessity and that's how things are discussed. <br />The Council President called on Councilmember Brossard, who said he would defer to <br />the Mayor. <br />Mayor Kennedy said Dave Demaline who manages these two pieces of equipment put a <br />higher priority on the street sweepers. <br />Director Copfer said she learned the storm sewer foreman puts a high priority on the <br />street sweeper because it can be used effectively in conjunction with cleaning the storm <br />sewers. She said the Street Sweeper was on their agenda last year as well, but there was <br />another item that was more important so they prioritized it. They prioritized that, the <br />street sweeper and the salt truck was after that. The Jet Vac was very important. She said <br />she understood and appreciated the assistance in funding capital improvements and <br />capital equipment, the people who do the work are best served by us providing them the <br />tools they need to do their jobs as requested. <br />Roll Call: <br />Yes: Glassburn, Hemann, Kelly, Williamson <br />No: Limpert, Brossard, Schumann <br />Motion passed. Ordinance 2020-128 amended 4-3. <br />Councilman Limpert voted no with comment. As I said, there are some items here that 1 <br />think should be revisited and, in my opinion, it would even be worth having another <br />meeting on to get better dialog, but given the full scope of this as one amendment, my <br />vote is no. <br />Councilman Brossard voted no with comment. I also echo the opinions of Mr. Limpert <br />and Mr. Schumann. I'm not sure that putting everything in a large bucket of amendments <br />is the best approach, especially if there are some controversial items in there that several <br />members are not comfortable with so my vote is no. <br />Councilwoman Williamson voted yes with comment. My vote is yes just to expedite the <br />passage of this legislation, but if it's worth mentioning, I would not mind swapping out <br />the vehicles so I am not against that. Thank you. <br />The Finance Committee met on Tuesday, December 22, 2020 at 7:10 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Community Development Lieber and guests. <br />S <br />
