Special Council Minutes of 12-22-2020 <br />• Discussed was Ordinance 2020-149. An Ordinance to revise the Codified <br />Ordinances by adopting current replacement pages; and declaring an emergency. <br />Council President Jones said Walter Drane is the company will be doing the work <br />for us. This is something we do every year. The committee voted 3-0 to <br />recommend to Council with suspension. <br />• Discussed next was Resolution 2020-150. A Resolution authorizing and <br />affirming the Mayor's acceptance of a scoreboard for the Recreation Center Ice <br />Rink offered by the North Olmsted Hockey Club and further authorizing the <br />North Olmsted Hockey Club exclusive advertising rights on the donated <br />scoreboard for a limited time as a means of fundraising for its programming. <br />Some questions were asked and information will be forthcoming. The committee <br />voted 3-0 to recommend to Council. <br />• Discussed next were three Resolutions that are very similar. The first is <br />Resolution 2020-151. A Resolution approving of and authorizing the Mayor to <br />enter into a Collective Bargaining Agreement with the Ohio Patrolmen's <br />Benevolent Association for the City's Dispatcher employees for the period <br />January 1, 2021 through December 31, 2023, and declaring an emergency. The <br />next was Resolution 2020-152. A Resolution approving of and authorizing the <br />Mayor to enter into a Collective Bargaining Agreement with the Fraternal Order <br />of Police, Ohio Labor Council, Inc. for Patrolman, Sergeants and Lieutenant <br />employees within the City's Division of Police for the period January 1, 2021 <br />through December 31, 2023, and declaring an emergency. Finally, Resolution <br />2020-153. A Resolution approving of and authorizing the Mayor to enter into a <br />Collective Bargaining Agreement with the Fraternal Order of Police, Ohio Labor <br />Council, Inc. for Corrections Officers employees within the City's Division of <br />Police for the period January 1, 2021 through December 31, 2023, and declaring <br />an emergency. All three of the units agreed to a three year contracts with the <br />following cost of living increases: 0% in 2021; 2.5% in 2022 and 2.5% in 2023. <br />There are some changes to healthcare plan options. The City will contribute 50% <br />of the maximum allowed to employees enrolled in the HSA. Unused sick and <br />bereavement language has been updated. The training premium has been <br />increased by $100. The Dispatchers contract allows for a reopen option if North <br />Olmsted takes on Fairview Dispatch or if Dispatch wishes to discuss 12 hour <br />shifts. <br />Councilman Schumann moved to amend 2020-151 as discussed in committee. Resolution 2020-151 amended 7-0. <br />• There are two contracts with the Fraternal Order of Police. One agreement covers <br />45 full-time officers and the corrections contract covers one employee. There is a <br />premium pay increase of $200 for evidence techs, field training officers, bomb <br />techs and SWAT officers. There is new weekend pay language, 48 hours of <br />additional holiday pay, including Martin Luther King Junior day. The city will <br />5 <br />
