Council Minutes of 1-19-2021 <br />Councilwoman Hemann said she had no report for Environmental Control, but she had <br />two things should would like to report on. She said the first was 2021-3, which was <br />discussed in Caucus on January 5, 2021. She said the merits of it were not discussed <br />during Caucus. She said this legislation is a temporary indoor dining program, which <br />permits an established licensed food business to temporarily make use of vacant <br />commercial retail space that is within an approximate distance of 250 feet from the <br />business, essentially within the same retail plaza. The business will be responsible for <br />adhering to the Board of Health and State of Ohio regulations for operation of a indoor <br />dining space. To assist the business with a temporary indoor dining space, the City of <br />North Olmsted and Cuyahoga County Board of Health have set forth guidelines, which <br />are attached as Exhibit A to the Resolution and are now available on the City website for <br />those businesses to access. Councilwoman Hemann thanked the Director of Law Gareau <br />and Mr. Armstrong from the Cuyahoga County Board of Health for working with her on <br />this for several months and concluded with its passage at the last meeting. <br />Councilwoman Hemann next talked about 2021-11. She said this is a Resolution <br />establishing a program for financial assistance for small businesses in the City of North <br />Olmsted. She said it was written in part as a companion piece to Resolution 2021-3 as it <br />could offer the financial assistance a business might need to utilize the temporary indoor <br />dining program. She said it was also designed to be a standalone piece of legislation to <br />offer relief to small businesses, which could be defined as a business that are from I to 50 <br />employees. She said there are various criteria as Mr. Glassburn explained in detail in <br />Caucus. She said the program allows for businesses to apply for up to $2,500 in <br />assistance for things such as rent, payroll and other approved business expenses for <br />businesses in operation prior to April 1, 2019. She said the program excludes several <br />types of businesses such as financial institutions, chain businesses, schools, home based <br />businesses, e-commerce and several others. Councilwoman Hemann said the application <br />process includes an array of financial documents and will be overseen by a three member <br />board composed of a member appointed by the Mayor, a member appointed by Council <br />and another member appointed by Council based on a business trade or professional <br />experience, such as a trustee or board member of the North Olmsted Chamber of <br />Commerce. <br />AUDIENCE PARTICIPATION <br />None. <br />LEGISLATION <br />Resolution 2020-155 introduced by Mayor Kennedy was given its third reading. A <br />Resolution dispensing with the formal RFP process and authorizing the Mayor to enter <br />into an agreement with PRADCO to provide pre-employment testing and police and fire <br />promotional testing services, and declaring an emergency. Councilman Brossard moved <br />for adoption.
