Council Minutes of 1-19-2021 <br />driveway, prohibition of carports, temporary ramps to allow relief for property <br />owners seeking to install ramps for the purpose of accessibility and establishing <br />standards regarding their placement. In regards to lot area, coverage and width <br />portion of the code, there are recommended changes with maximum lot coverage <br />to help clarify all accessory structures contributing to the calculation of the rear <br />yard lot coverage. The code also identifies where air conditioning units and <br />generators may be placed on residential lots and replacing street line with front <br />line for terminology. After Director Lieber laid out the proposed changes and <br />rationale based on the number of variances requested and received related to these <br />items, the committee and Council asked some clarifying questions. The <br />committee voted 2-0 to hold in committee. <br />• Discussed last was Ordinance 2021-2. An Ordinance authorizing the Director of <br />Human Resources to request proposals from qualified individuals to provide <br />nuisance abatement services for 2021; and further authorizing the Mayor, subject <br />to approval of the Board of Control, to enter into an agreement with the individual <br />selected in the RFP process, and declaring an emergency. Director Gallo said the <br />legislation allows the City to solicit RFP's for property maintenance abatement <br />services and is an annual contract. The committee voted 2-0 to recommend to <br />Council. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, January 12, 2021 at 6:50 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn and <br />Hemann; Council President Jones; Mayor Kennedy, Director of Human Resources Gallo, <br />Director of Law Gareau, Director of Planning & Community Development Lieber, <br />Building Coordinator Seeley and guests. <br />• Discussed was Resolution 2021-1. A Resolution authorizing the Mayor to accept <br />a gift card donation offered by MJS Life Services in the amount of $2,400.00 to <br />be used by the Oxcart Pantry, and declaring an emergency. Director Lieber said <br />this is a donation of gift cards. The committee voted 3-0 to recommend to Council <br />with suspension. <br />The Finance Committee also met on Tuesday, January 19, 2021 at 7:30 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Law Gareau, Director of Planning & Community <br />Development Lieber and guests. <br />• Discussed was Resolution 2020-158. A Resolution authorizing the Mayor to enter <br />into an agreement with iWorQ Systems for a work order management program for <br />Storm, Streets and Waste Water Treatment Plant operations, and declaring an <br />emergency. The purpose was to get this item on the agenda tonight after we spent <br />a good deal of time on this subject at last week's Committee of the Whole <br />meeting.
