Council Minutes of 1-19-2021 <br />Director of Finance Copfer: <br />• The Finance Department has been busy closing out 2020 along with bond <br />document preparation and our POS preliminary offering statement. <br />• The department is getting the W -2's and 1099's out in a timely matter. <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, January 12, 2021 at 8:08 p.m. Present <br />were Council members Brossard, Glassburn, Hemann, Kelly, Limpert and Schumann; <br />Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of <br />Human Resources Gallo, Director of Law Gareau, Clerk of Council Massarolo and <br />guests. <br />• Council discussed MUNIS and iWorQ software and anticipate holding another <br />Committee of the Whole meeting regarding the same subject soon. <br />Councilman Limpert Vice Chairman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, January 12, 2021 at <br />7:10 p.m. Present were committee members Limpert and Schumann; Councilmembers <br />Brossard, Glassburn, Hemann and Kelly; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Human Resources Gallo, Director of Law <br />Gareau, Director of Planning and Community Development Lieber and guests. <br />• Discussed was Ordinance 2020-77. An Ordinance amending Section 1135.02 of <br />the Zoning Code of the City of North Olmsted entitled "Accessory Uses" for the <br />purpose of eliminating the two hundred foot residential lot setback requirement <br />for animal shelters used for chickens. This was discussed previously in <br />committee. Councilman Schumann, the sponsor of the legislation, proposed <br />changes based on feedback from Council and the Building, Zoning Board of <br />Appeals. He proposed a 45 foot setback and a maximum six foot tall chicken <br />coop, with a 50 square foot size constraint. The amendment also required chicken <br />coops be removed, if not used within 180 days. There was additional discussion <br />on whether the run must be covered or not and if there are any requirements <br />related to building materials. Adam Dorenkott, a resident attending the meeting <br />who raises chickens, provided commentary. Director Gareau provided thoughts <br />on further definition to the run area, which was consistent with what Mr. Limpert <br />was looking for. Building Commissioner Grusenmeyer noted there were no <br />restrictions on the building materials and the coop would be covered in <br />accordance with the Code on unattached structures and property maintenance. <br />Vice Chair Limpert asked for additional definition around the coop before moving <br />forward. The committee voted 2-0 to hold the legislation in committee. <br />• Discussed next was Ordinance 202-145. An Ordinance providing for the <br />amendment of Charter 1135 (One and Two Family Residence Districts) of the <br />Codified Ordinances of the City of North Olmsted. Director Lieber outlined a <br />number of changes to the code, including changes on: accessory uses of signage, <br />storage buildings, decks and patio setbacks and recreation vehicles parked in the <br />2 <br />
