Council Minutes of 2-2-2021 <br />CARES Act money be used first to lessen the amount of local money being used. <br />Councilman Kelly voted no with the comment that he preferred we use the <br />CARES Act money on top of what was budgeted in the temporary budget. The <br />second part is not actually an amendment as there is no dollar figure in this <br />legislation and the amounts will be determined during the permanent budget. <br />Since the meeting, the Directors of Finance and Law have agreed the Economic <br />Development Fund can and should be used, therefore the committee will not be <br />offering any amendments to 2021-11. <br />Councilwoman Hemann moved to amend 2021-11 as follows: In the actual legislation <br />Section 1 will state that it is a Small Business Relief Board. There will be a new Section <br />2 added which states the aforementioned business relief programs shall be funded as <br />outlined in the City of North Olmsted Temporary Budget and shall receive additional <br />funds as presented by separate legislation. The old Section 2 will become Section 3. On <br />the exhibit we are adding a header of Exhibit A so that it's on all of the pages and will be <br />printed that way. On page one under Item 1 the Mayor's appointment will be from within <br />his Administration. The last paragraph will state that no person within the employment of <br />the City of North Olmsted and no member of its elected officers or any of their <br />businesses shall be eligible for an award granted under this program. Page two will <br />change so that business not only will have to be in good standing with the City of North <br />Olmsted, but the State of Ohio and any other taxing authority. Item number 3 on page <br />two defines a real estate company of any type. Page three just adds that it would be you <br />or your business in the second full paragraph and then the rest of the changes are simple <br />punctuation. The motion was seconded by Councilman Glassburn and passed <br />unanimously. <br />Roll Call: <br />Yes: Hemann, Glassburn, Kelly, Schumann, Limpert, Brossard, Williamson <br />No: None <br />Motion carried. Resolution 2021-11 amended 7-0. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, January 26, 2021 at 7:55 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Council President Jones, Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Planning & Community Development Lieber and guests. <br />• Discussed were Resolutions 2021-4, 2021-5, 2021-6 and 2021-7. These are <br />Resolutions authorizing the City Engineer to advertise for bids for the award of a <br />contract to provide asphalt resurfacing and related repairs upon City streets, <br />cracksealing, pavement markings, along with rock salt and snow removal in the <br />City of North Olmsted as detailed in specifications on file and further authorizing <br />the Mayor, after approval by the Board of Control, to enter into a contract with <br />the lowest and best bidder. These are all annual contracts to support road <br />maintenance and ice removal. After little conversation, the committee voted 3-0 <br />to recommend to Council. <br />0 <br />
