Council Minutes of 2-2-2021 <br />• Discussed first was Ordinance 2020-145. An Ordinance providing for the <br />amendment of Chapter 1135 (One and Two Family Residence Districts) of the <br />Codified Ordinances of the City of North Olmsted. This meeting was a <br />continuation of several previous meetings regarding this Ordinance. Director <br />Lieber addressed additional questions raised by Councilmembers regarding <br />Recreational vehicles, prohibited accessory structures and uses, temporary ramps <br />and projections A and C in Section 1135.07. After a lengthy discussion, the <br />committee voted 3-0 to hold in committee. <br />• Discussed next was Ordinance 2020-77. An Ordinance amending Section 1135.02 <br />of the Zoning Code of the City of North Olmsted entitled "Accessory Uses" for <br />the purpose of eliminating the two hundred foot residential lot setback <br />requirement for animal shelters used for chickens. This meeting was also a <br />continuation from several previous meetings, including the most recent on <br />January 12, 2021. Amendments had been proposed by Councilman Schumann, <br />who is also the sponsor of the legislation. The committee voted 3-0 to recommend <br />to Council as amended. <br />Councilwoman Williamson moved to amend 2020-77 to incorporate the <br />recommendations previously made by the Building, Zoning and Development <br />Committee. Ordinance 2020-77 amended 7-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, January 26, 2021 at 8:20 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Community Development Lieber, Economic Development Manager <br />Myers, Building Commissioner Grusenmeyer, City Engineer DiFranco and guests. <br />• Discussed was Resolution 2021-11. A Resolution establishing a program for <br />financial assistance for small businesses in the City of North Olmsted, and <br />declaring an emergency, as amended. Some of the discussion included questions <br />as to whether we should be using residents local tax dollars for this program, <br />discussions about using future COVID relief money instead of or in addition to <br />budgeted dollars, the possibility of the Chamber of Commerce being the deciding <br />body for who gets the grants, legality or appropriateness of using the Economic <br />Development Fund as opposed to creating a new fund specific to the program and <br />the use of leftover CARES Act money from last year. After a lengthy discussion <br />the committee voted 2-1 to recommend to Council with the amendment that a new <br />fund be created as recommended by the Director of Finance and that remaining <br />3 <br />
