Council Minutes of 2-2-2021 <br />Director of Finance Copfer: <br />• The year end balances have been filed with the County Treasurer. The General <br />Fund had a 4.2 million dollar carryover balance and that was with declining <br />revenues and expenditures being reduced. With the ability to properly apply <br />CARES Act funding to reduce the COVID related wages and benefits of our first <br />responders we ended with 21.9 million in general fund actual revenues with 21.1 <br />million in expenditures plus encumbrances for the year. The current year revenues <br />exceed current year expenditures as they have since at least 2015. <br />• The quarterly narrative review has been sent out and the administration's <br />permanent appropriations will be before Council this evening along with an <br />updated fund summary with carryover balances. There were some reductions in <br />property taxes projections so that had to be reduced. The Ordinance and summary <br />spreadsheet which shows all the changes, the estimated resources, expenditure <br />detail and current year analysis of expenditures by their individual categories was <br />also sent. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, January 26, 2021 at <br />6:55 p.m. Present were committee members Brossard, Williamson and Limpert; <br />Councilmembers Glassburn, Hemann, Kelly and Schumann; Council President Jones; <br />Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, <br />Director of Law Gareau, Director of Planning and Community Development Lieber and <br />guests. <br />• Discussed was a Liquor Permit transfer from permit number 418820 JSK <br />International doing business as Ohashi located at 24539 Lorain Road to Liquor <br />Permit number 1171030 CK Canaan LLC at 24539 Lorain Road. There were no <br />objections from the Police Department. The committee voted 3-0 to not object. <br />Councilman Brossard moved to not object to transferring Liquor Permit 418820 to Liquor <br />Permit 1171030. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. <br />Roll Call: <br />Yes: Brossard, Williamson, Kelly, Limpert, Hemann, Glassburn, Schumann <br />No: None <br />Motion carried. Liquor Permit 1171030 not objected to 7-0. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, January 26, 2021 at <br />7:00 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Councilmembers Brossard, Glassburn, Hemann and Kelly; Council President Jones; <br />Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, <br />Director of Law Gareau, Director of Planning and Community Development Lieber, <br />Building Commissioner Grusenmeyer, City Engineer DiFranco and guests. <br />2 <br />
