Council Minutes of 3-02-2021 <br />The City will have a better indication after the first half settlement occurs in <br />March or April, which is completely dependent on the County. Hotel/Motel <br />collections are way down from January of a year ago, but they are about $2,000 <br />ahead of December's collections and since they are collected a month in arrears <br />December is really November's hotel sales. The Street Maintenance Fund gas tax <br />is running below January of last year, but the weather and COVID both impacted <br />travel, even by car. It's not the price of gas necessarily, but how much is sold. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, February 23, 2021 at <br />7:01 p.m. Present were committee members Brossard, Williamson and Limpert; <br />Councilmembers Glassburn, Hemann and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Planning and Community Development Lieber and guests. <br />• Discussed was Resolution 2021-17. A Resolution authorizing the Mayor to enter <br />into a one year contract with Procare Services -Stryker in order to provide <br />maintenance and repair services for LifePak Heart Monitors used by the North <br />Olmsted Fire Department. This is an annual maintenance contract of $6,609.60. <br />It's based on the number of units the City has. Last year there were five units and <br />two additional units have been added. The committee voted 3-0 to recommend to <br />Council. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, February 23, 2021 at 7:12 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Community Development Lieber and guests. <br />• Discussed was Resolution 2021-12. An Ordinance amending Section 131.06 <br />entitled, "Authority to Accept Donations" of Chapter 131 of the Administrative <br />Code of the Codified Ordinances of the City of North Olmsted, entitled "Mayor", <br />in order to allow the Mayor to accept any cash or gift card donation to the <br />Division of Youth and Family Services or Division of Aging. The Council <br />President offered several amendments. The first is a change from $1,000 to <br />$2,000 of fair market value requiring approval of Council. Another was Council <br />must approve any donations from a company doing business or seeking to do <br />business with the City. Additionally, Council must approve donations that <br />propose improvements to public property, including real estate buildings and <br />fixtures. Also proposed was raising the reporting requirements for donations from <br />$250 to $500 and changing it so the report doesn't have to come prior to <br />acceptance, but after. Finally, the administration must provide a report for <br />donations from an individual or company that in aggregate are over $2,000 within <br />30 days of the end of the year. The committee voted 3-0 to recommend to Council <br />as amended. <br />2 <br />
