Council Minutes of 3-02-2021 <br />• Discussed next was Ordinance 2021-16. An Ordinance amending Section 107.15 <br />entitled, "Financial Disclosure Statements Required" of Chapter 107 of the <br />Administrative Code of the Codified Ordinances of the City of North Olmsted, <br />entitled "Code of Ethics", in order to amend the local filing deadline to match <br />state law, and declaring an emergency. There was little discussion and the <br />committee voted 3-0 to recommend to Council. <br />• Discussed last was Ordinance 2021-15. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2021 and declaring an emergency. There was a lot of <br />questions and discussion about the budget. The only amendments were those <br />explained previously by the Director of Finance. Chairman Schumann and <br />Director Copfer asked to have questions emailed to Finance in a timely manner so <br />information could be shared. The committee voted 3-0 to hold in committee. <br />The Finance Committee met again on Tuesday, March 2, 2021 at 7:02 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Community Development Lieber and guests. <br />• Discussed was Ordinance 2021-15. An Ordinance to make appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the <br />year ending December 31, 2021 and declaring an emergency. The committee <br />voted 3-0 to recommend the amendments offered by the Finance Director. The <br />committee also voted 3-0 to recommend 2021-15 to Council. <br />Councilman Schumann moved to remove 2021-15 from the agenda so Council can work <br />out details and possible amendments in Committee of the Whole. The motion was <br />seconded by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Kelly, Limpert, Glassburn, Williamson, Hemann <br />No: None <br />Motion passed. Ordinance 2021-15 removed from the agenda 7-0. <br />Councilman Schumann moved to amend 2021-12. The motion was seconded by <br />Councilman Brossard and passed 6-1. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, Glassburn, Kelly, Limpert <br />No: Williamson <br />Motion passed. Ordinance 2021-12 amended 6-1. <br />Councilwoman Hemann asked for a moment of personal privilege. Just by geography, I <br />happen to know that Springvale fish fry's have a steady stream of customers. I was <br />curious, you know, to see what would happen with it being takeout only. They seem to be <br />doing a pretty steady business and that is a good thing. I wanted folks to know, in case <br />you hadn't been able to really see for yourselves. <br />3 <br />
