MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 16, 2021 <br />Present: Council Members Brossard, Glassburn, Hemann, Kelly, Limpert <br />Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Planning & <br />Community Development Lieber and Clerk of Council Massarolo <br />Absent: Council President Jones <br />Council President Pro -Tem Glassburn called the meeting to order at 8:00 p.m. through <br />GoToMeeting. <br />Due to the meeting being a virtual meeting, Council President Pro -Tem Glassburn <br />requested if any member of the public using a computer wished to address Council to <br />notify the Clerk via the chat feature in GoToMeeting and they would be called on later in <br />the meeting. For those dialing in via phone, the lines would be unmuted during the <br />appropriate portion of the meeting. <br />The Council Meeting Minutes of March 2, 2021 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: None. <br />REPORTS <br />Mayor Kennedy: <br />• The Mayor urged Council to vote for Councilman Schumann's two proposed <br />amendments that were discussed in Caucus. <br />Director of Law Gareau: <br />• No report. <br />Director of Finance Copfer: <br />• La Quinta has paid its hotel/motel tax. There are ongoing discussions to put <br />money into escrow in the future so the tax money will get remitted to us rather <br />than being used as cash flow for the hotel. <br />• Due to legislation passed by the Ohio General Assembly last March, employers <br />have continued to withhold tax from their employees' wages for their normal <br />workplace municipalities while employees have been working from home due to <br />COVID. One of the biggest unanswered questions from a pending lawsuit is <br />whether or not employees can receive a refund of this withholding if they did not <br />perform the work in those locations. Employees are requesting refunds and RITA <br />has advised these refund requests will be on hold in a suspended status until the <br />litigation is complete. <br />
