Council Minutes of 3-16-2021 <br />• The February monthly summary and detailed financial statements were e-mailed <br />to Council. As in January, the property taxes were still running behind the prior <br />year in February. This may be due to the county pushing the deadline back more <br />than from a lower collection rate. <br />• Income tax collections are at the prior year level, which was pre-COVID, but it is <br />down substantially from the year before. Withholding is down about 3.5% from <br />2020, while net profit is up by 73%. The withholding is the more consistent and <br />reliable revenue stream. So it is more concerning than the net profit portion which <br />seems to fluctuate from year to year. <br />• The American Recovery Plan Act was signed into law by President Biden on <br />March I Ith. Details are starting to come out on what monies will be available. <br />North Olmsted is expected to receive approximately three million this year and <br />remaining funds will be provided not less than one year from that date. All funds <br />must be expended by December 31, 2024. <br />• Director Copfer expressed her opinion on the budgeting process and that she did <br />not agree with spending down the General Fund and protecting Special Revenue <br />Fund resources. <br />Council President Pro -Tem Glassburn, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, March 9, 2021 at 7:30 p.m. Present were <br />Council members Brossard, Glassburn, Hemann, Kelly, Limpert, Schumann and <br />Williamson; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources <br />Gallo, Director of Law Gareau, City Engineer DiFranco, Waste Water Treatment Plant <br />Superintendent Blum, Chief of Police Wagner, Clerk of Council Massarolo and guests. <br />• Discussed was proposed amendments to 2021-15, the 2021 permanent budget. <br />The meeting started with Councilman Schumann advocating for three <br />amendments on behalf of the administration concerning community policing, <br />consulting and small business grants. Councilman Glassburn asked those be split <br />into items that were agreed upon by a majority and those to be discussed further. <br />Councilman Glassburn offered a variety of proposals. Councilman Limpert <br />objected to the salt truck proposal but it moved forward. Councilman Glassburn <br />made a proposal for expanding the Small Business Relief Fund. Councilman <br />Schumann objected, but it moved forward as well as an offset concerning the <br />economic development consulting. Next was an amendment concerning historic <br />cemeteries offered by Councilwoman Williamson that was agreed to. Discussed <br />next was an amendment regarding redistricting costs. Councilman Brossard asked <br />if this was donated if there would be a conflict of interest. The Director of Law <br />indicated there was not. During the discussion it was determined it was best to <br />leave the money in the budget until the item is donated, if that is what happens. <br />Discussed next was the removal of fireworks insurance. It was agreed to since the <br />show is not happening this year. Also discussed was the money for postage of the <br />North Olmsted Magazine. Councilman Limpert questioned why the PFAR <br />wouldn't be sent instead. Director Copfer indicated the PFAR was being <br />circulated digitally. A discussion occurred if the magazine could go digital. It was <br />decided postage should be removed. Councilwoman Hemann asked a variety of <br />questions concerning MUNIS, which Director Copfer responded to. Councilman <br />2 <br />
