Council Minutes of 3-16-2021 <br />Glassburn offered his proposal concerning transfer amendments with the theory <br />this would protect road maintenance funds into the future. Councilman Limpert <br />and Councilman Schumann opposed as they wanted to preserve funds in the <br />general fund, however, it moved forward. The final topic brought forth was merit <br />raises for a select number of employees, but there was no agreed upon proposal so <br />no amendment moved forward. <br />Councilman Glassburn moved to amend Ordinance 2021-15 to include the amendments <br />discussed in committee of the whole and in the legislation sent to Council on Friday, <br />including the following: To restore the $200,000 for the salt truck to the Streets Fund; <br />expand the Small Business Grant Relief Program by $25,000 in the Economic <br />Development Fund; to remove $20,000 for consulting in the Economic Development <br />Fund; to add $2,500 in Forestry for historic cemetery maintenance; to remove $1,700 for <br />fireworks insurance; to eliminate $3,000 for postage for the North Olmsted Magazine; to <br />add in $17,500 for community policing and outside services and to transfer 50% of the <br />salaries and benefit costs of the streets employees back to the general fund. The motion <br />was seconded by Councilwoman Hemann and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Hemann, Kelly, Schumann, Williamson, Limpert, Brossard <br />No: <br />Motion passed. Ordinance 2021-15 amended 7-0. <br />Councilman Schumann moved to amend Ordinance 2021-15 to transfer $25,000 from the <br />General Fund unencumbered balance for outside services in the Economic Development <br />Fund for the Small Business Technical Assistance Program. Ten thousand will be used to <br />contract with an architect to provide direct assistance to new business owners to help <br />them identify and overcome code related challenges in their building or tenant space, <br />while $15,000 will be used for mini grants to participating business owners for projects <br />recommended through the technical assistance. The motion was seconded by Councilman <br />Brossard and failed 4-3. <br />Councilman Limpert said there isn't a question of if these services are needed. If there is <br />questions or concerns it would be on how or who provides those services and I think that <br />should be a point of discussion, not necessarily a budgetary discussion so I'm in favor of <br />Mr. Schumann's proposal. <br />Roll Call: <br />Yes: Schumann, Brossard, Limpert <br />No: Hemann, Glassburn, Kelly, Williamson <br />Motion failed 4-3. <br />Councilman Schumann voted yes with comment. I know we've talked about this, but I <br />hope some of you will reconsider. We are at a crossroads. I believe we are entering a <br />period of huge growth in this country. I read an article today in The Economist magazine <br />estimating 5% unemployment by this time next year. The $1.9 trillion dollar relief <br />money, pent up desire to get out and do stuff combined with the lowest ever interest rates <br />3 <br />
