Council Minutes of 4-06-2021 <br />Councilmembers Brossard, Glassburn, Hemann and Kelly; Council President Jones; <br />Mayor Kennedy, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning and Community Development Lieber, Building Commissioner Grusenmeyer <br />and guests. <br />• Discussed was Ordinance 2020-145. An Ordinance providing for the amendment <br />of Chapter 1135 (One and Two Family Residence Districts) of the Codified <br />Ordinances of the City of North Olmsted. The Ordinance would make a number <br />of changes to Chapter 1135 including signage for home occupations, storage, <br />buildings and accessory structures, parking of recreation vehicles on residential <br />property, prohibited accessory structures and temporary ramps. After lengthy <br />discussions it was recommended the following amendments be made: 1) to allow <br />parking of recreational vehicles on driveways not more than seven consecutive <br />days and not more than 28 days in a calendar year; 2) to change the window for <br />removal of temporary ramps to 90 days; 3) to retain the original language of <br />Section 1135.07 and; 4) to allow AC units and generators to be located in rear and <br />side yards subject to setbacks. The committee voted 3-0 to recommend to Council <br />as amended. <br />Councilwoman Williamson moved to amend Ordinance 2020-145 as follows: to amend <br />1135.02(H)(1) to allow parking of recreational vehicles on driveways not more than <br />seven consecutive days and not more than 28 days in a calendar year; amend Section <br />1135.02(H)(2) to clarify storage requirements for recreational vehicles; amend Section <br />1135.02(L)(4) to change the window for removal of temporary ramps to 90 days; amend <br />Section 1135.07(A) to retain the original language in this section as it pertains to entrance <br />features, such as platforms, landings, etc; and amend Section 1135.07(C) to allow for AC <br />units and generators to be located in rear and side yards subject to setbacks. Ordinance 2020-145 amended 6-0. <br />Councilman Kelly Vice Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, March 30, 2021 at 7:00 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Council President Jones, Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Planning & Community Development Lieber and guests. <br />• Discussed was Resolution 2020-111 regarding Clague Road ODOT Safety <br />Funding. The Mayor made note of the importance of this project and the ability to <br />leverage the safety grant for safety improvements. Mott MacDonald presented <br />stating that ODOT is not currently accepting the safety grants. There would be no <br />funding granted for projects before 2025 and potentially further. They are <br />working through exceptions. If the City were to apply this money would only be <br />3 <br />
