Council Minutes of 4-06-2021 <br />goal was to replace some of the city's brick catch basins with concrete as some <br />were damaged and concrete would be a better material for their replacement. The <br />Mayor did not specify which catch basins are in need of repair, but suggested that <br />would be part of the quoting process and the project would be ongoing from year <br />to year with the first year not more than $50,000. The Finance Director said the <br />money would be coming out of the General Fund of the budget and not a specific <br />project fund. Chairwoman Hemann made a motion to amend 2021-22 so the bid <br />process would proceed, but the specifics of each quote would be presented to <br />Council for approval. The motion passed unanimously. The committee voted 3-0 <br />to recommend to Council as amended. <br />The Environmental Control Committee met again tonight Tuesday, April 6, 2021 at 7:16 <br />p.m. Present were committee members Hemann, Glassburn and Williamson; Council <br />members Brossard, Kelly and Schumann; Council President Jones; Director of Finance <br />Copfer, Director of Law Gareau, City Engineer DiFranco and guests. <br />• Discussed was Resolution 2021-22. A Resolution authorizing the Department of <br />Public Service to solicit quotes for the award of a contract to provide construction <br />services for the 2021 Catch Basin Rehabilitation Program, and authorizing the <br />Mayor, following approval of the Board of Control, to contract for the same with <br />the lowest and best contractor. The Director of Law presented the amended <br />version of 2021-22. The amendments were discussed. The committee voted 3-0 to <br />recommend to Council as amended and with suspension. <br />Councilwoman Hemann moved to amend 2021-22. The motion was seconded by <br />Councilman Glassburn and passed 4-2. <br />Roll Call: <br />Yes: Hemann, Glassburn, Kelly, Williamson <br />No: Schumann, Brossard <br />Motion carried. Resolution 2021-22 amended 4-2. <br />Councilman Schumann voted no with comment. I really don't understand why we are <br />changing the long held process for purchases. I've never heard any question that anything <br />untoward or any ineptitude regarding the Board of Control and I am also very concerned <br />this could delay the process. Present <br />were committee members Glassburn, Schumann and Hemann; Council members <br />Brossard, Kelly, Limpert and Williamson; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Law Gareau, Chief of Police Wagner and guests. <br />• Discussed was Resolution 2021-24. A Resolution authorizing the Mayor to enter <br />into contracts with the City of Fairview Park, Ohio for the purpose of providing <br />the City of Fairview Park with police dispatch services and for the further purpose <br />of housing Fairview Park prisoners in the North Olmsted City Jail.
