Council Minutes of 4-06-2021 goal was to replace some of the city's brick catch basins with concrete as some were damaged and concrete would be a better material for their replacement. The Mayor did not specify which catch basins are in need of repair, but suggested that would be part of the quoting process and the project would be ongoing from year to year with the first year not more than $50,000. The Finance Director said the money would be coming out of the General Fund of the budget and not a specific project fund. Chairwoman Hemann made a motion to amend 2021-22 so the bid process would proceed, but the specifics of each quote would be presented to Council for approval. The motion passed unanimously. The committee voted 3-0 to recommend to Council as amended. The Environmental Control Committee met again tonight Tuesday, April 6, 2021 at 7:16 p.m. Present were committee members Hemann, Glassburn and Williamson; Council members Brossard, Kelly and Schumann; Council President Jones; Director of Finance Copfer, Director of Law Gareau, City Engineer DiFranco and guests. • Discussed was Resolution 2021-22. A Resolution authorizing the Department of Public Service to solicit quotes for the award of a contract to provide construction services for the 2021 Catch Basin Rehabilitation Program, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best contractor. The Director of Law presented the amended version of 2021-22. The amendments were discussed. The committee voted 3-0 to recommend to Council as amended and with suspension. Councilwoman Hemann moved to amend 2021-22. The motion was seconded by Councilman Glassburn and passed 4-2. Roll Call: Yes: Hemann, Glassburn, Kelly, Williamson No: Schumann, Brossard Motion carried. Resolution 2021-22 amended 4-2. Councilman Schumann voted no with comment. I really don't understand why we are changing the long held process for purchases. I've never heard any question that anything untoward or any ineptitude regarding the Board of Control and I am also very concerned this could delay the process. Thank you. A Resolution authorizing the Mayor to enter into contracts with the City of Fairview Park, Ohio for the purpose of providing the City of Fairview Park with police dispatch services and for the further purpose of housing Fairview Park prisoners in the North Olmsted City Jail.
