Council Minutes of 4-06-2021 <br />Kennedy indicated both of these services, despite being separated into two pieces <br />of legislation, would need to go together. Chief Wagner gave some details on both <br />proposals. Councilman Limpert thought it was a good idea to move forward. <br />Council President Jones asked which services would be included and Detective <br />Fioritto provided information on the services included. Councilman Kelly asked <br />about the rate on the prison portion. Councilwoman Williamson asked if our <br />officers would be responsible for transportation and also about reimbursements <br />for medical care. Councilman Glassburn asked about costs and Council received <br />additional information regarding costs after the meeting. The committee voted 3-0 <br />to hold the legislation in committee. <br />• Discussed next was Ordinance 2021-21 An Ordinance creating new Section <br />109.09 entitled "Electronic Meetings" of Chapter 109 of the Codified Ordinances <br />of the City of North Olmsted entitled, "Public Meetings" in order to establish <br />procedures for the use of the electronic meeting format for public meetings of <br />municipal bodies. Council President Jones introduced the topic. Councilwoman <br />Hemann indicated she wanted to see all elected officials be in the City of North <br />Olmsted to participate in the electronic meeting. Councilman Limpert asked about <br />the provisions regarding audio issues. Director Gareau indicated the Charter <br />would require there must be vocal affirmations for votes. Councilman Glassburn <br />asked the Director of Law if there might be another remedy to allow a <br />councilmember to vote as long as it did not change the outcome. The Director of <br />Law said he would look into it. There was some disagreement between different <br />councilmembers about Councilwoman Hemann's proposal to require elected <br />officials to be in North Olmsted during the meetings. The consensus seems to be <br />the residency issues should be addressed in Council rules as opposed to in the <br />legislation which impacts not just the Council, but the Boards and Commissions. <br />The committee voted 3-0 to hold the legislation in committee. <br />The Intra -Governmental Relations Committee met again tonight Tuesday, April 6, 2021 <br />at 7:30 p.m. Present were committee members Glassburn, Schumann and Hemann; <br />Council members Brossard, Kelly and Williamson; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Chief of Police Wagner and guests. <br />• Discussed was Resolution 2021-24. A Resolution authorizing the Mayor to enter <br />into contracts with the City of Fairview Park, Ohio for the purpose of providing <br />the City of Fairview Park with police dispatch services and for the further purpose <br />of housing Fairview Park prisoners in the North Olmsted City Jail. Councilman <br />Glassburn indicated there was new information about the cost of prisoners and the <br />cost of prisoners would exceed the rate paid for by Fairview Park, but that would <br />be offset by the dispatch rates. Chief Wagner reiterated the benefit of both the <br />contracts. Councilwoman Hemann was ok with the two proposals and <br />Councilwoman Williamson asked about if there were going to be any additional <br />liabilities for the City. Director Gareau indicated there would be reciprocal <br />insurance agreements. The legislation was amended to include only the dispatch <br />services and the prisoner services would be in a different piece of legislation. The <br />committee voted 3-0 to recommend to Council as amended. <br />0 <br />
