MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 20, 2021 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kelly, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Planning & <br />Community Development Lieber and Clerk of Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. through GoToMeeting. <br />Due to the meeting being a virtual meeting, Council President Jones requested any <br />member of the public using a computer who wished to address Council to notify the <br />Clerk via the chat feature. For those dialing in via phone, the lines would be unmuted <br />during the appropriate portion of the meeting. <br />The Council Meeting Minutes of April 6, 2021 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: First Reading: Resolution 2021-30. <br />REPORTS <br />Mayor Kennedy: <br />• The City of North Olmsted is one of 12 communities in Cuyahoga County to <br />receive CDBG funds in 2021. The City is receiving the maximum award of <br />$150,000 for the Elm Road Rehabilitation Project. The City is also receiving just <br />over $11,000 through the County Planning Commission's Healthy Urban Tree <br />Canopy Program to plant 60 new trees in North Olmsted Park. <br />• The Ohio Department of Transportation has identified the Clague/I-480 <br />interchange as a high priority area to improve traffic flow and safety as vehicles <br />stack up on the highway to the off ramp. ODOT and City staff has had several <br />conversations about the ODOT Ramp Clear Program to not just improve traffic <br />flow off the highway, but also onto the highway to reduce backups on Clague <br />Road. ODOT is funding 100% of the engineering and construction costs. The City <br />will be required to execute an agreement with the State and construction is <br />scheduled to begin in Spring of 2023. <br />• Brookpark Road construction begins next week. Mobilization will take place this <br />week for lane closures between Lorain Road and Great Northern Boulevard. The <br />work will be performed by Shelly Company and managed by ODOT. <br />Director of Law Gareau: <br />• The City had a successful mediation with the Westbury Apartment complex <br />regarding serious safety concerns, thus avoiding a trial which would have started <br />yesterday. The City was able to secure favorable judgment entries which will <br />establish timeframes and criteria for the successful completion of the work. If the <br />
