Council Minutes of 4-20-2021 <br />work isn't done there are stipulated consequences for the failure to do so. The <br />City is happy with how this has turned out and looks forward to seeing the project <br />completed in a timely fashion. <br />• Kelly Patrick v. City of North Olmsted, Council might remember this is a public <br />records case. The City has served a responsive redactions record as the Court <br />continues to evaluate our position. The City has asked the matter be dismissed as <br />it is in compliance with State law. <br />Director of Finance Copfer: <br />• Council should be paying attention to substitute Ohio House Bill 157. It is <br />expected to have its last hearing sometime this week. The two primary impacts of <br />this legislation are it will sunset the temporary principal place of work language in <br />House Bill 197 as of December 31, 2021 and it will also end all pending litigation <br />regarding work from home refunds with employees. The analysis provided last <br />year by RITA estimated the potential impact on cities. The analysis shows North <br />Olmsted would likely come out even or slightly ahead if people shift where they <br />pay taxes to. It will however, negatively impact cities such as Cleveland. This bill <br />will affect our income tax collections in the future. <br />Council President Jones gave a brief update regarding a meeting she had at the request of <br />Chris Thomas, the Director of Government Affairs for Northeast Ohio and Pennsylvania <br />for Charter Communications. The update included information about grants and <br />programs offered by Charter Communications. She also mentioned there will be a speed <br />increase in the standard plan for residents sometime this year from 100MBPS to <br />200MBPS. She also informed Council that Mr. Thomas said Spectrum Mobile would be <br />starting to use small cell towers throughout communities starting next year and that the <br />City could expect to see the company applying for small cell tower permits soon. Council <br />President Jones asked if Director Lieber would provide information via e-mail to Council <br />as a refresher on small cell towers so members have information if they get resident calls. <br />Council President Jones ended her report describing a little about Charter's Smart City <br />program. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, April 13, 2021 at 7:01 <br />p.m. Present were committee members Brossard, Limpert and Williamson; <br />Councilmembers Glassburn, Hemann and Kelly; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Police Chief Wagner, Fire Chief Schepp and guests. <br />• Discussed first was Resolution 2021-27. A Resolution authorizing the Mayor to <br />accept a donation of a Lifepak 15 Monitor/Defibrillator from University Hospital <br />Systems, St. John Westshore Hospital, for use by the City of North Olmsted <br />Division of Fire. Chief Schepp said the City received this donation from St. John <br />Westshore in anticipation this would go into squad #51 once it is purchased in the <br />near future. The item is valued at $35,000. The committee voted 3-0 to <br />recommend to Council. <br />2 <br />
