Council Minutes of 4-20-2021 <br />it is a good amendment. I just wanted to make sure that we all have the facts from last <br />week's meeting. My vote is yes, thank you. <br />Councilman Schumann voted no with comment. I'm here representing the people of <br />North Olmsted in Ward III in particular. I don't know why we would, I mean we should <br />be charging whatever we can, get whatever we can out of the insurance companies from <br />people who don't live in town. Thank you. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, April 13, 2021 at 8:39 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann and Williamson; Council President Jones, Mayor Kennedy, Director <br />of Finance Copfer, Director of Human Resources Gallo, Director of Planning & <br />Community Development Lieber and guests. <br />• Discussed was Resolution 2020-111 regarding Clague Road ODOT Safety <br />Funding. This meeting was a follow up to a meeting on March 30, where the Mott <br />MacDonald Consulting Group returned to provide a presentation on the changes <br />of ODOT funding and project schedule in 2021 compared to the original proposal <br />to apply in 2020. Councilman Glassburn noted he felt more options should have <br />been explored before applying for the safety grant and that we should go beyond <br />the current proposal. Councilman Kelly believes most residents want a third lane <br />on Clague Road. Councilman Limpert noted the Administration saw the <br />opportunity to make improvements through a safety grant, which would further <br />reduce the cost of the road improvements, and the traffic study did not support a <br />third lane to be covered within the scope of the safety grant and expressed that <br />residents are faced with cost implications of a third lane versus other uses related <br />to streets that the money could be used for. Councilman Limpert noted no matter <br />how Council votes, it is important to move this forward through the committee <br />process in order to address other possible plans. In addition, it would allow the <br />administration to continue to engage ODOT and the County on how to improve <br />Clague Road. The Mayor noted the administration wanted to move forward with <br />the safety improvements proposed by the traffic study, and with repaving, it <br />would provide an improvement to Clague. Ms. Hemann did not believe there was <br />support for the application and wanted to see a different proposal. She noted the <br />traffic study and surveys should have been done with the consideration of some <br />councilmembers desired outcome and also felt the proposal is just not what the <br />people want. The Mayor said they were looking for a vote so they could follow up <br />on the conclusion of the study. Councilman Limpert made a motion to <br />recommend Resolution 2020-111 to Council. The motion failed for lack of a <br />second. Councilman Limpert said since this has been held in committee on <br />several occasions and there are time implications to determine whether to apply <br />for the grant or not that he would be recommending this move out of committee <br />and to Council at the next Council meeting. <br />Councilman Limpert asked for a moment of personal privilege.
