Council Minutes of 4-20-2021 <br />Clerk whom I've known for a very long time. My family's thoughts and sympathies are <br />with those families. Thank you. <br />Councilwoman Hemann asked if she could report on Resolution 2021-30, which is on <br />suspension this evening. She said this is a Resolution extending for a second time, <br />temporary outdoor patio dining areas and declaring an emergency with suspension. She <br />said Councilwoman Williamson mentioned it should be extended until the end of October <br />31" rather than the end of September. Councilwoman Hemann said since it hasn't been <br />introduced yet, there will not be an amendment, but the legislation will be changing to <br />expire on October 31, 2021. Councilwoman Hemann thanked Councilwoman Williamson <br />for the suggestion on behalf of businesses and residents. <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, April 13, 2021 at 7:27 <br />p.m. Present were committee members Glassburn and Hemann; Council members <br />Brossard, Kelly, Limpert and Williamson; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Chief of Fire Schepp, Chief of Police Wagner and guests. <br />• Discussed was Resolution 2021-25. A Resolution authorizing the Mayor to enter <br />into a contract with the City of Fairview Park, Ohio for the purpose of providing <br />the City of Fairview Park jail services for housing of Fairview Park prisoners in <br />the North Olmsted City Jail. Councilman Glassburn expressed concerns about the <br />rate which were echoed by Councilwoman Hemann and Councilman Kelly. <br />Councilman Kelly further asked what will happen to the Fairview Park prisoners <br />while North Olmsted has its prisoners in the custody of Westlake. He further <br />stated he felt $65 was not an appropriate rate for the jail portion. Councilman <br />Limpert expressed his support for the both deals. Councilwoman Hemann said she <br />was supportive of the dispatch services portion of the deal, but was interested in <br />potentially looking at the rates. There was some discussion as to why the <br />legislation was in two separate pieces. Chief Wagner and Director of Law Gareau <br />both said Fairview Park had separated the legislation into two separate pieces. <br />The committee voted 3-0 to recommend to Council. <br />• Discussed next was Ordinance 2021-21 An Ordinance creating new Section <br />109.09 entitled "Electronic Meetings" of Chapter 109 of the Codified Ordinances <br />of the City of North Olmsted entitled, "Public Meetings" in order to establish <br />procedures for the use of the electronic meeting format for public meetings of <br />municipal bodies. Councilwoman Hemann expressed her desire to have a <br />residency requirement in the legislation. Councilman Brossard indicated he was <br />against such a requirement. Councilman Glassburn reminded all this would best <br />be addressed, if at all, by Council Rules so it would not impact other Boards and <br />Commissions that would fall under these provisions. There was discussion on <br />how long a meeting should be required to wait in the absence of a quorum due to <br />disconnections. It was agreed the legislation should be changed from a 30 -minute <br />to 15 -minute limit. It was also decided the word restroom should be removed <br />when talking about a short break. It also was decided to keep the time of five <br />minutes for delaying a meeting if a voting member gets knocked off during a roll <br />call vote.
