The committee voted 2- <br />0 to hold the legislation in committee. <br />AUDIENCE PARTICIPATION <br />Terry Groden <br />School Board President <br />25211 Chase Drive <br />Mr. Groden said he appreciated the opportunity to speak in the capacity as School Board <br />President. He wanted to discuss the Fair School Funding Plan. He said this legislation is <br />being discussed in the General Assembly in Columbus. Mr. Groden provided some <br />background of the plan. He said the North Olmsted City School District supports the Fair <br />School Funding Plan. He said one of the reasons is because under the base cost per pupil, <br />which is the amount of money the districts would receive, takes into account not only the <br />property values of the residents of the community, but also the income levels in each <br />community. It also allows for additional targeted assistance, which takes into account <br />students in different categories such as economically disadvantaged and special needs <br />students. Mr. Groden also said under this plan funding for alternative education choices <br />such as voucheers and charter schools would be funded separately by the State of Ohio. <br />He said North Olmsted schools are currently losing about $800,000 a year for students <br />who leave the district for these reasons. <br />Councilman Glassburn moved to extend Mr. Groden's time by seven minutes. The <br />motion was seconded by Councilwoman Williamson and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Williamson, Kelly, Brossard, Limpert, Schumann, Hemann <br />No: None <br />Motion carried. <br />Mr. Groden continued the plan makes funding more predictable for local communities <br />and helps not only to reduce the frequency by which schools have to ask for operating <br />levies but the amounted needed when they do go to the ballot for one. He said under the <br />first simulation, North Olmsted would have received approximately an additional $1.4 <br />million. He said it wouldn't remove the fact the school district would not have to <br />occasionally go to the voters for operating funds, but when it does it wouldn't have to <br />seek as much. Mr. Groden said this plan has been worked on for three years and he is <br />confident it could be done without a tax increase to Ohio residents. He said the schools <br />organized a meeting between members of the school districts in the 24th Senate District <br />and State Senator Dolan. Mr. Groden said Senator Dolan was generally supportive of the <br />plan, but there were some things he was trying to work through. Mr. Groden encouraged <br />Council to join the conversation with Senator Dolan. <br />LEGISLATION <br />0 <br />
