Council Minutes of 5-18-2021 <br />Ordinance 2021-35 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2021 and <br />declaring an emergency. <br />Ordinance 2021-36 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance establishing a new "Local Fiscal Recovery Fund", as a special revenue fund to <br />account for the receipt and expenditure of federal funds, as appropriated by the Federal <br />government for disbursement to municipalities in Ohio and declaring an emergency. <br />Resolution 2021-37 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to accept the donation of cabinetry equipment from <br />Home Depot, valued at $2,254.81, to be installed at the Gun Range for use by the North <br />Olmsted Police Department, and declaring an emergency. Councilman Brossard moved <br />to suspend the rules requiring three readings and formal committee review as this was <br />discussed in Caucus. The motion was seconded by Councilwoman Williamson and <br />passed unanimously. <br />Roll Call: <br />Yes: Brossard, Williamson, Limpert, Hemann, Glassburn, Schumann, Kelly <br />No: None <br />Motion carried. <br />Councilman Brossard moved for adoption. The motion was seconded by Councilwoman <br />Williamson and passed unanimously. <br />Roll Call: <br />Yes: Brossard, Williamson, Kelly, Limpert, Schumann, Hemann, Glassburn <br />No: None <br />Motion carried. Resolution 2021-37 adopted 7-0. <br />Resolution 2021-38 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the City Engineer to advertise for bids for the award of a contract <br />to provide construction services for the Elm Road Rehabilitation Project, as detailed in <br />the specifications on file in the Division of Engineering, and authorizing the Mayor, <br />following approval by the Board of Control, to enter into a contract for the same with the <br />lowest and best bidder. <br />Resolution 2021-39 was introduced and placed on first reading by Mayor Kennedy on <br />behalf of himself, Council President Jones and Councilmembers Brossard, Glassburn, <br />Hemann, Kelly and Williamson. A Resolution establishing a policy to allow for <br />temporary places of business in the City of North Olmsted, and declaring an emergency. <br />Councilwoman Hemann moved to suspend the rules requiring three readings of 2021-39 <br />as this is a matter of our City's Finances and Business Communities' importance and ask <br />for a second. The motion was seconded by Councilman Glassburn and passed <br />unanimously. <br />Roll Call: <br />11 <br />
