Council Minutes of 5-18-2021 <br />Council and how it worked. The complete message was forwarded to Council and is <br />attached to the meeting minutes. <br />AUDIENCE PARTICIPATION <br />Jim Burns <br />3978 Dover Center Road <br />Mr. Burns said back in the mid 1980's he was Chairman of the Planning Commission and <br />one of the items that came before the commission was the new City Hall being built. He <br />said residents across the street from City Hall were concerned about the esthetics of the <br />building and the cars that would be in the parking lot. The residents requested a mound <br />buffer with trees on top. The Planning Commission went ahead and included that in the <br />plans for the project, which were approved by Council. Mr. Burns asked if anything was <br />done by either the Planning Commission or Council regarding the recent elimination of <br />that buffer. <br />Mayor Kennedy said he did not believe so. He said he thought the Service Department <br />took it upon themselves to beautify the place. Mayor Kennedy said he thought they had <br />done a nice job and he thinks the neighbors like it. <br />Councilwoman Hemann asked if the Service Department just did this on their own or <br />were they directed. She said there is no Safety/Service Director right now so she would <br />like to know how guys working over there would just decide to do it. <br />Mayor Kennedy said no, they would sit down and discuss it much like they discussed the <br />wall and everything that goes into City Hall. We discussed it, they made the plans and we <br />okayed the plans. <br />Council President Jones thanked Mr. Burns for bringing it to Council's attention. <br />LEGISLATION <br />Resolution 2021-31 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to advertise for bids for the award of a contract to lease <br />replacement fitness/cardio equipment at the North Olmsted Recreation Center, as detailed <br />in the specifications on file in the Division of Recreation, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and <br />best bidder. Councilman Kelly moved for adoption. The motion was seconded by <br />Councilwoman Hemann and passed unanimously. <br />Roll Call: <br />Yes: Kelly, Hemann, Brossard, Williamson, Limpert, Glassburn, Schumann <br />No: None <br />Motion carried.
