Council Minutes of 5-18-2021 <br />making some progress on getting the property cleaned up. It is an abandoned <br />piece of property and we are trying to get the heirs to clean it up. There has been <br />some success, but if not there will be a trial. <br />• Another matter is City of North Olmsted v. Jacob Evans. This is on Edge Park <br />Drive and is a property maintenance and zoning action. It is regarding multiple <br />property maintenance violations and zoning. There is quite a bit of activity that is <br />inconsistent with a residential neighborhood and with the language of our Zoning <br />Code. This individual has been involved in other enforcement actions in the past. <br />Director of Finance Copfer: <br />• On Friday, May 14 the March monthly, year-to-date and first quarter reports were <br />sent to the Administration and Council. <br />• The Ohio Municipal League and Ohio Office of Budget and Management had <br />short webinars on the monies coming from the Federal Government. The <br />guidelines and rules are just now starting to be released so the webinars are <br />starting to become more informative about the actual implementation. So the <br />money can be accepted as soon as it is made available, the creation of a Special <br />Revenue Fund is being introduced this evening. Also, unlike the CARES Act <br />money that was meant to be pushed out and spent in a short amount of time, the <br />ARPA monies are for more long term and the City will have until December 31, <br />2024 to spend the funds. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, May 18, 2021 at 7:15 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Community Development Lieber, Justin Almy and Kyle Brewin from <br />Tyler Technologies and guests. <br />• Discussed was Resolution 2021-34. A Resolution authorizing the Mayor to enter <br />into a "Software as a Service (SaaS)" agreement with Tyler Technologies to <br />provide cloud -based hosting and related computer services, and declaring an <br />emergency. After a PowerPoint presentation by Director Copfer and a few <br />questions, the committee voted 3-0 to hold in committee because of time. <br />Councilman Glassburn asked for a moment of personal privilege. I'll just briefly note <br />that I attended the last meeting of the Small Business Relief Board, of which one of the <br />members is on with us tonight. I thank them for their service. It appears we are complete <br />with that and will look at the final information when it is ready. Thank you. <br />COMMUNICATIONS <br />Mr. Lambert, who resides at 25057 Carey Lane, sent an e-mail to inform Council Mrs. <br />Cassidy, the wife of former Parma Heights Mayor Paul Cassidy passed away last week. <br />Mr. Lambert discussed how he knew her.
