MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MAY 5, 2021 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kelly, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Planning & <br />Community Development Lieber and Clerk of Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. through GoToMeeting. <br />Due to the meeting being a virtual meeting, Council President Jones requested any <br />member of the public using a computer who wished to address Council to notify the <br />Clerk via the chat feature. For those dialing in via phone, the lines would be unmuted <br />during the appropriate portion of the meeting. <br />The Council Meeting Minutes of April 20, 2021 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: First Reading: Resolutions 2021-32 and 2021-33. <br />REPORTS <br />Mayor Kennedy: <br />• The Small Business Relief Grant Program had 19 businesses apply and 11 <br />businesses were awarded a total of $24,500. The Administration is recommending <br />Council consider economic development funding for professional consulting <br />services and the Small Business Technical Assistance Program with the remainder <br />of the money. The City recommends $25,000 for outside services, $10,000 to pay <br />an architect to work with new business owners to help identify and overcome <br />code related challenges in their building, $15,000 for mini -grants for business <br />owners recommended through the Technical Assistance Program and another <br />$15,000 to hire a professional consulting service. <br />Director of Law Gareau: <br />• No Report. <br />Director of Finance Copfer: <br />• The Ohio Office of Budget Management had a webinar last Thursday regarding <br />the American Recovery Act fund uses. There is not a lot of information available <br />yet regarding the requirements and guidelines. <br />• The Franklin County Pleas Court dismissed the lawsuit filed by the Buckeye <br />Institute challenging the municipal income tax withholding provisions around the <br />COVID emergency. It is expected to be appealed and there are three other cases <br />in various counties so it's far from over. <br />
