Council Minutes of 5-05-2021 <br />• Ohio Substitute House Bill 157 requires businesses to withhold where the <br />employees work if they request it and the cities would be required to refund based <br />on if residents filed as if they were working from home rather than their place of <br />business. RITA is putting all of the refund requests in suspension until the court <br />cases are resolved. If House Bill 157 passes as is, it will push those refunds up to <br />a larger amount and be paid immediately. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Wednesday, May 5, 2021 at <br />7:33 p.m. Present were committee members Brossard, Limpert and Williamson; <br />Councilmembers Glassburn, Hemann, Kelly and Schumann; Council President Jones; <br />Mayor Kennedy, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Community Development Lieber and guests. <br />• Discussed was Liquor Permit 0790591, Lees Seafood Boil, located at 23462 <br />Lorain Road. This is a new permit request. There was no objection by the police <br />department. The committee voted 3-0 to not object. <br />Councilman Brossard moved to not object to Liquor Permit 0790591. The motion was <br />seconded by Councilwoman Williamson and passed unanimously. <br />Roll Call: <br />Yes: Brossard, Williamson, Limpert, Glassburn, Kelly, Schumann, Hemann <br />No: None <br />Motion carried. Liquor Permit 0790591 not objected to 7-0. <br />Councilman Limpert said he did not have a report for the Streets & Transportation <br />Committee, but as communicated at the last Council meeting he wanted to make a motion <br />under Rule 45 of Council. <br />Councilman Limpert moved for Resolution 2020-111 related to a safety grant application <br />for funding related to Clague Road improvements to be removed from the Streets & <br />Transportation Committee and submitted to all of Council as this has gone six months in <br />committee without a motion to commit. There are deadlines to apply for the grants, one <br />which was already missed and therefore would like to move the broader discussion and <br />decision to Council so the Administration and supporting agencies can plan accordingly <br />for improvements on Clague Road either through the proposed grant or some other path <br />as we have that responsibility to residents. The motion was seconded by Councilman <br />Schumann and failed 5-2. <br />Roll Call: <br />Yes: Limpert, Schumann <br />No: Hemann, Glassburn, Kelly, Williamson, Brossard <br />Motion failed. Resolution 2020-111 remains in committee by a vote of 5-2. <br />Councilman Glassburn asked for a moment of personal privilege.
