Council Minutes of 5-05-2021
Mr. Sturgeon said he was not happy with the report provided to the City by the
consultant. He said there are about 100,000 cars a week traveling on the road and
Westlake has already widened the road on their end. He said there did not appear to be
problems in Westlake with head on collisions. Mr. Sturgeon said he would like to see
something done and widening is what is best for the City. He said the Mayor has asked
for direction from Council, since Council has shown they are not happy with the plan,
what is the administration's desire at this point to be done with Clague Road.
Councilman Limpert responded he was surprised Mr. Sturgeon wants it held in
committee given he doesn't think it is a good idea. He said others in the committee have
expressed those same views so to him the proper process is to not approve it based on
those reasons and move forward on another alternative. Councilman Limpert said he is
trying to move something forward out of his committee that should be decided on. He
said he thinks the Administration kind of knows how Council feels, but our job as
Council is to vote or to table or to remove, it's not to hold things in committee as long as
we want to because we do not like it or do not want to vote on it. He said he is glad to
hear Mr. Sturgeon's thoughts and concerns and glad he looked into the report as it shows
he is a concerned resident who cares a lot not just about this road, but the City as a whole.
Mr. Sturgeon said the reason he thinks this is best held in committee is something else
might come along and other money could be offered. He said Clague on the south side of
Lorain Road took three or four proposals to get done and he did not believe it happened
in one year. He said he thinks this is going to be a carbon copy of what happened south of
Lorain Road where it takes three or four proposals. Mr. Strugeon said he wants to see it
get done right, not just a paving and a small turning lane. He said he would like to hear
what the Administration's desire is at this point and do they have an opinion on what they
would like to see happen to Clague Road.
Mayor Kennedy said the Administration would like this legislation to not be held in
committee. They would like to have a vote on it and if Council doesn't want to do it, let
us know and a decision can be made at that point.
LEGISLATION
Resolution 2021-25 introduced by Mayor Kennedy was given its third reading. A
Resolution authorizing the Mayor to enter into a contract with the City of Fairview Park,
Ohio for the purpose of providing the City of Fairview Park jail services for housing of
Fairview Park prisoners in the North Olmsted City Jail. Councilman Glassburn moved for
adoption. The motion was seconded by Councilman Schumann and passed unanimously.
Roll Call:
Yes: Glassburn, Schumann, Brossard, Kelly, Hemann, Williamson, Limpert
No: None
Motion carried. Resolution 2021-25 adopted 7-0.
Ordinance
2021-26 introduced by Mayor Kennedy was given its
third
reading. An
Ordinance
amending Section 3 of Ordinance No. 2002-103, as
later
amended by
Ordinance
Nos. 2002-154, 2008-155, 2013-98 and 2017-59,
which
collectively
