Council Minutes of 6-1-2021 <br />donations. The amendment to this legislation was $6,000 for police internet <br />related to the recently passed dispatching contract. The committee voted 2-0 to <br />recommend to Council as amended with suspension. <br />Councilman Schumann moved to amend Ordinance 2021-35. The motion was seconded <br />by Councilman Kelly and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Kelly, Limpert, Glassburn, Hemann <br />No: None <br />Motion carried. Ordinance 2021-35 amended 5-0. <br />• Discussed last was Ordinance 2021-36. An Ordinance establishing a new "Local <br />Fiscal Recovery Fund", as a special revenue fund to account for the receipt and <br />expenditure of federal funds, as appropriated by the Federal government for <br />disbursement to municipalities in Ohio and declaring an emergency. This is just to <br />open the fund. The committee voted 2-0 to recommend to Council with <br />suspension. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, May 25, 2021 at 7:45 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Hemann and Williamson; Council President Jones; Mayor Kennedy, Director of Finance <br />Copfer, Director of Law Gareau, City Engineer DiFranco and guests. <br />• Discussed was Resolution 2021-38. A Resolution authorizing the City Engineer to <br />advertise for bids for the award of a contract to provide construction services for <br />the Elm Road Rehabilitation Project, as detailed in the specifications on file in the <br />Division of Engineering, and authorizing the Mayor, following approval by the <br />Board of Control, to enter into a contract for the same with the lowest and best <br />bidder. This was a follow up from 2020-120 to apply for the grant dollars. Mr. <br />DiFranco noted the 3,800 -foot resurfacing is estimated at $300,000 and the grant <br />only requires 50 percent of the cost from the City. It is one of the lowest rated <br />streets from our Street Assessment that is done annually. It will be a three inch <br />remove and replace from asphalt and the goal is to be finished by the end of this <br />year. Councilman Glassburn inquired about the age of the water pipes on the road <br />and if there was any history of water issues for the road. Mr. DiFranco provided <br />that information to Council via e-mail after the meeting. The committee voted 3-0 <br />to recommend to Council. <br />Councilwoman Hemann asked for a moment of personal privilege. I would like to extend <br />my thanks and gratitude to the VFW for once again providing the services at the <br />Memorial Day event at the park. Their mission statement, as many of you know, is that <br />we honor the dead by serving the living. I am proud to be a lifetime member and serve in <br />that mission statement with them. There was no parade. It was a scaled back event, but <br />still nonetheless, very necessary for the work that we do there. I'd like to thank them for <br />continuing it, even in the challenge of the pandemic. Thank you. <br />9 <br />
