Council Minutes of 6-1-2021 Councilman Schumann moved for adoption. The motion was seconded by Councilman Kelly and passed unanimously. Roll Call: Yes: Schumann, Kelly, Hemann, Limpert, Glassburn No: None Motion carried. Ordinance 2021-36 adopted 5-0. Resolution 2021-38 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the City Engineer to advertise for bids for the award of a contract to provide construction services for the Elm Road Rehabilitation Project, as detailed in the specifications on file in the Division of Engineering, and authorizing the Mayor, following approval by the Board of Control, to enter into a contract for the same with the lowest and best bidder. Resolution 2021-40 was introduced and placed on first reading by Mayor Kennedy. A Resolution adopting the Alternative Tax Budget of the City of North Olmsted for the fiscal year beginning January 1, 2022, and submitting the same to the Cuyahoga County Fiscal Officer and its Budget Commission, and declaring an emergency. Resolution 2021-41 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to renew the contract between the City and Karrie Skall Tipton/North Olmsted Gymnastics, Inc. for the provision of Professional Gymnastics Instruction Services at the North Olmsted Recreation Center for one (1) year. Ordinance 2021-42 was introduced and placed on first reading by Mayor Kennedy. An Ordinance dispensing with the requirements of North Olmsted Codified Ordinance Section 111.01, entitled "City Contracts Involving the Receipt of Funds" and authorizing the Mayor to enter into a contract with Cleveland Ice Storm Skating Club to provide concession services at the Recreation Center. Resolution 2021-43 was introduced and placed on first reading by Mayor Kennedy on behalf of himself, Council President Jones and Councilmembers Hemann, Kelly, Limpert and Williamson. A Resolution extending the policy for temporary signs in nonresidential districts in the City of North Olmsted, and declaring an emergency. Councilwoman Hemann moved to suspend the rules requiring three readings and formal committee review as this was discussed in Caucus this evening and it was unanimous that this is in the best interest of our business community and to keep their businesses moving forward. The motion was seconded by Councilman Glassburn and passed unanimously. Roll Call: Yes: Hemann, Glassburn, Kelly, Limpert, Schumann No: None Motion carried. Director Gareau asked to clarify Council wanted to extend the date that was discussed in Caucus when voting on this.
