Council Minutes of 6-1-2021 <br />Councilman Schumann moved for adoption. The motion was seconded by Councilman <br />Kelly and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Kelly, Hemann, Limpert, Glassburn <br />No: None <br />Motion carried. Ordinance 2021-36 adopted 5-0. <br />Resolution 2021-38 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the City Engineer to advertise for bids for the award of a contract <br />to provide construction services for the Elm Road Rehabilitation Project, as detailed in <br />the specifications on file in the Division of Engineering, and authorizing the Mayor, <br />following approval by the Board of Control, to enter into a contract for the same with the <br />lowest and best bidder. <br />Resolution 2021-40 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution adopting the Alternative Tax Budget of the City of North Olmsted for the <br />fiscal year beginning January 1, 2022, and submitting the same to the Cuyahoga County <br />Fiscal Officer and its Budget Commission, and declaring an emergency. <br />Resolution 2021-41 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to renew the contract between the City and Karrie <br />Skall Tipton/North Olmsted Gymnastics, Inc. for the provision of Professional <br />Gymnastics Instruction Services at the North Olmsted Recreation Center for one (1) year. <br />Ordinance 2021-42 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance dispensing with the requirements of North Olmsted Codified Ordinance <br />Section 111.01, entitled "City Contracts Involving the Receipt of Funds" and authorizing <br />the Mayor to enter into a contract with Cleveland Ice Storm Skating Club to provide <br />concession services at the Recreation Center. <br />Resolution 2021-43 was introduced and placed on first reading by Mayor Kennedy on <br />behalf of himself, Council President Jones and Councilmembers Hemann, Kelly, Limpert <br />and Williamson. A Resolution extending the policy for temporary signs in nonresidential <br />districts in the City of North Olmsted, and declaring an emergency. Councilwoman <br />Hemann moved to suspend the rules requiring three readings and formal committee <br />review as this was discussed in Caucus this evening and it was unanimous that this is in <br />the best interest of our business community and to keep their businesses moving forward. <br />The motion was seconded by Councilman Glassburn and passed unanimously. <br />Roll Call: <br />Yes: Hemann, Glassburn, Kelly, Limpert, Schumann <br />No: None <br />Motion carried. <br />Director Gareau asked to clarify Council wanted to extend the date that was discussed in <br />Caucus when voting on this. <br />
