Council Minutes of 6-15-2021 <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation, Public Parks & Buildings Committee met on Tuesday, June 8, 2021 at <br />8:16 p.m. Present were committee members Kelly, Hemann and Brossard; Council <br />members Glassburn, Limpert, Schumann and Williamson; Council President Jones; <br />Mayor Kennedy, Director of Human Resources Gallo, Director of Law Gareau, <br />Recreation Commissioner Drenski and guests. <br />• Discussed first was Resolution 2021-41. A Resolution authorizing the Mayor to <br />renew the contract between the City and Karrie Skall Tipton/North Olmsted <br />Gymnastics, Inc. for the provision of Professional Gymnastics Instruction <br />Services at the North Olmsted Recreation Center for one (1) year. Commissioner <br />Drenski said gymnastics has been held in North Olmsted for 20 plus years and <br />Karrie Skall Tipton owns the equipment. The cost for her using this space at the <br />Rec Center was discussed and the start date for this contract would be October 1, <br />2021. There would be a $3,500 monthly fee and if the program fees exceed <br />$60,000 the fee would be increased to $5,000. Councilwoman Hemann asked <br />about gymnastics vs. basketball being held in the space. The Mayor said <br />gymnastics is very popular and is happy with gymnastics using the space. The <br />committee voted 3-0 to recommend to Council. <br />• Discussed next was Resolution 2021-42. An Ordinance dispensing with the <br />requirements of North Olmsted Codified Ordinance Section 111.01, entitled "City <br />Contracts Involving the Receipt of Funds" and authorizing the Mayor to enter into <br />a contract with Cleveland Ice Storm Skating Club to provide concession services <br />at the Recreation Center. Commissioner Drenski said the City tried to run <br />concessions at one time and it wasn't worth it. The Cleveland Ice Storm skate <br />club is willing to run it for nine months and pay the City $125 a month. The <br />committee voted 3-0 to recommend to Council. <br />COMMUNICATIONS <br />Joseph Keys, <br />3226 W. 230`h St. <br />Mr. Keys e-mailed Council regarding Little Clague Park. He said the crosswalk to the <br />park is unsafe. He is requesting a plain clothed police officer be posted there to stop <br />people from violating the law and requested a traffic light at the location. He also said the <br />playground needs to be updated. The e-mail was forwarded to all of Council and will be <br />attached to the meeting minutes. <br />LEGISLATION <br />Resolution 2021-34 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to enter into a "Software as a Service (SaaS)" <br />agreement with Tyler Technologies to provide cloud -based hosting and related computer <br />services, and declaring an emergency, as amended. Councilman Brossard moved for <br />adoption. The motion was seconded by Councilman Kelly and passed unanimously. <br />6 <br />
