Special Council Minutes of 7-9-2021 <br />and abandoned common areas, such as signs and cul de sacs with ambiguous <br />responsibility. He asked how Mr. Limpert would address this issue. Mr. Limpert <br />stated in previous instances he was opposed to the city taking responsibility, but <br />would take conveyance of land at association initiative, sell the land and put the <br />proceeds into a park. Councilman Kelly and Councilwoman Hemann thanked Mr. <br />Limpert. Council President Jones asked Assistant Director O'Malley to follow up <br />on Ms. Williamson's request about the lawsuit. Councilman Glassburn clarified <br />the process for advancing the nomination. The committee voted 3-0 to <br />recommend to Council. <br />Councilman Glassburn moved to approve the appointment of Duane K. Limpert to <br />Director of Safety & Service. The motion was seconded by Councilman Schumann and <br />failed 5-1. <br />Roll Call: <br />Yes: Schumann <br />No: Glassburn, Hemann, Kelly, Williamson, Brossard <br />Motion failed. Duane K. Limpert not appointed by a vote of 5-1. <br />Councilman Glassburn voted no with comment. We have all been here a long time <br />looking into this issue. We have needed a Safety & Service Director for 10 months now. <br />We have seen some of the negative consequences of that. All of us, wanted to have a <br />Safety & Service Director in place by now. The reality is we don't have one yet. In this <br />instance, Council tried to move very quickly and do our due diligence and ran into more <br />problems than expected. There are issues we had to go through in executive session. The <br />City will face some serious matters that need a Safety & Service Director. We need to <br />make sure that person is in a position to do well for the City. Due to conflicts that were <br />made to Council's attention, I do not believe the nominee will have the opportunity to <br />work on issues that are needed to be dealt with. It's not fair to the City to bring on a <br />nominee that can't address those issues. That is my reason for voting no. <br />Councilman Schumann voted yes with comment. We do need a Safety & Service <br />Director. We have a qualified candidate who has served in both of those positions and I <br />will leave it at that. <br />Councilwoman Hemann voted no with comment. I would like to thank Mr. Limpert first <br />of all for stepping up and being interested. Thank you. My no vote is based on reasons <br />that Mr. Limpert had multiple inconsistencies between his testimony and the records and <br />documents I personally reviewed for the preparation of the meeting and my follow-up. <br />Based on some of those things I cannot approve this candidate. It's unfortunate, we do <br />need a Safety & Service Director and we needed one actually a while ago. Unfortunately, <br />no. <br />Mayor Kennedy asked for a point of order and there was discussion on if the <br />Administration was able to give reports during a Special Council Meeting.
