Council Minutes of 8-17-2021 <br />Councilwoman Hemann moved for adoption. The motion was seconded by Councilman <br />Schumann and passed 6-0. <br />Roll Call: <br />Yes: Hemann, Schumann, Williamson, Kelly, Limpert, Brossard <br />No: None <br />Abstained: Glassburn <br />Motion carried. Ordinance 2021-52 adopted 6-0. <br />Ordinance 2021-53 was introduced and placed on first reading by Council President <br />Jones on behalf of herself and Councilmembers Brossard, Hemann, Glassburn, Kelly and <br />Williamson. An Ordinance authorizing the Director of Planning & Community <br />Development to request proposals from qualified engineering firms for engineering <br />services for the installation of a Pedestrian Hybrid Beacon for the Clague Park Crosswalk <br />Signalization Project and further authorizing the Mayor, subject to approval of the Board <br />of Control, to enter into an agreement with the engineer selected in the RFP process, and <br />declaring an emergency. <br />Ordinance 2021-54 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Director of Planning & Community Development to submit a <br />nomination application for Water Pollution Control Loan funds through the Ohio EPA's <br />Division of Environmental & Financial Assistance (DEFA) for design and construction <br />of the South Interceptor Equalization Tank Project, and declaring an emergency. <br />Councilwoman Hemann moved to suspend the rules requiring three readings and formal <br />committee review as this is with regard to the South Interceptor Project, which is very <br />important to all of us. It is a construction loan piece of legislation regarding the Ohio <br />EPA. It is a 20 -year loan at .46%, which is less than half our normal current borrowing <br />rate. The deadline is September 3rd and it is in the best interest of the public health, <br />welfare and safety of our residents. The motion was seconded Councilwoman Williamson <br />and passed 6-0. <br />Roll Call: <br />Yes: Hemann, Williamson, Brossard, Limpert, Kelly, Schumann <br />No: None <br />Abstained: Glassburn <br />Motion carried. <br />Director of Finance asked to clarify the current rate of the loans are .46%, but the rate <br />you get is when they adjust them monthly or quarterly depending on the market, so it <br />could be a different rate but that is the current rate. <br />Councilwoman Hemann clarified it was significantly lower than our current rate. <br />Councilwoman Hemann moved for adoption.
