Council Minutes of 8-17-2021 Councilwoman Hemann moved for adoption. The motion was seconded by Councilman Schumann and passed 6-0. Roll Call: Yes: Hemann, Schumann, Williamson, Kelly, Limpert, Brossard No: None Abstained: Glassburn Motion carried. Ordinance 2021-52 adopted 6-0. Ordinance 2021-53 was introduced and placed on first reading by Council President Jones on behalf of herself and Councilmembers Brossard, Hemann, Glassburn, Kelly and Williamson. An Ordinance authorizing the Director of Planning & Community Development to request proposals from qualified engineering firms for engineering services for the installation of a Pedestrian Hybrid Beacon for the Clague Park Crosswalk Signalization Project and further authorizing the Mayor, subject to approval of the Board of Control, to enter into an agreement with the engineer selected in the RFP process, and declaring an emergency. Ordinance 2021-54 was introduced and placed on first reading by Mayor Kennedy. An Ordinance authorizing the Director of Planning & Community Development to submit a nomination application for Water Pollution Control Loan funds through the Ohio EPA's Division of Environmental & Financial Assistance (DEFA) for design and construction of the South Interceptor Equalization Tank Project, and declaring an emergency. Councilwoman Hemann moved to suspend the rules requiring three readings and formal committee review as this is with regard to the South Interceptor Project, which is very important to all of us. It is a construction loan piece of legislation regarding the Ohio EPA. It is a 20 -year loan at .46%, which is less than half our normal current borrowing rate. The deadline is September 3rd and it is in the best interest of the public health, welfare and safety of our residents. The motion was seconded Councilwoman Williamson and passed 6-0. Director of Finance asked to clarify the current rate of the loans are .46%, but the rate you get is when they adjust them monthly or quarterly depending on the market, so it could be a different rate but that is the current rate.
