Council Minutes of 8-3-2021 <br />Ms. Bowden said on May 23 during the hearing at City Hall the dog owner verbally <br />attacked her and said she thought the owner should have been arrested for disorderly <br />conduct. <br />Director Gareau said he can assure Ms. Bowden the dog owner is not getting special <br />treatment. He said he can't speak for the judgment of the officers, but that he can't recall <br />an instance where the City has had something similar happen in a public meeting or <br />hearing. He asked Ms. Bowden to let the City continue to keep working to get the justice <br />she wants. He said if the dog owner was getting special treatment she wouldn't have 11 <br />counts against her at Rocky River and be looking at a lawsuit downtown. The City is <br />doing what it can and will continue to. <br />Ms. Bowden said she can't believe if the police are chasing a criminal and she is <br />basically a criminal at this point, why they can't locate her. She asked if the police let the <br />other communities know and say look out for this license plate? She said she doesn't feel <br />the police are doing its job. Ms. Bowden also asked if the license bureau is able to pull <br />up in the computer when someone has a warrant out for their arrest? <br />Director Gareau said that can happen. <br />Ms. Bowden asked how many continuances the dog owner can get. <br />Director Gareau said the court will grant reasonable continuances for cause within <br />reason. He said he doesn't think she has one yet, she just didn't show up. <br />Ms. Bowden talked about how this incident has affected her. She also said the prosecutor <br />doesn't return her calls and she wonders if that is normal. <br />Director Gareau said he would ask the prosecutor to call Ms. Bowden back. <br />Aaron Campbell <br />6316 Brighton Dr. <br />Mr. Campell said he wished to address Resolution 2021-47 regarding Cleveland Water. <br />He said he has reviewed the proposal and believes it is a good way to tap into millions of <br />dollars of investment for the City it would otherwise have to come up with itself. He said <br />Cleveland Water is willing to do this because communities have no plans to fund <br />replacing water pipes and decided it is better to do it themselves rather than get stuck <br />repairing pipe failures for the unforeseeable future. He said the reason given by members <br />of this Council for not joining is due to litigation between Westlake and Cleveland Water. <br />Mr. Campbell says he does not believe, and he does not think it's likely Councilmembers <br />believe Westlake could legally cut off North Olmsted from its water source if Westlake <br />were to leave. He said Westlake is unlikely to change suppliers due to the infrastructure <br />such as the filtration plants 115 million gallons compared to Avon Lake's 50 million <br />gallons, a lack of redundancy in Avon Lake's system and the need to replace all water <br />meters. He said Westlake understands these facts and will continue to keep their water <br />mains to the filtration plant open. Mr. Campbell said all that is besides the point though <br />5 <br />
