Council Minutes of 8-3-2021 <br />Jeff Sturgeon <br />3092 W. 231 <br />Mr. Sturgeon said he was here to discuss the parking on the street as Councilman Kelly <br />brought up. He said in 2000 the decision was made to put two to three foot of crushed <br />stone on the non -hydrant side and it was recommended people pull over as far as possible <br />so the cars would not be in the way. Mr. Sturgeon said he believed Director Gareau was a <br />Councilman at the time and had legislation drawn up to prohibit parking. <br />Director Gareau said as he recalled it when talking to Councilman Kelly the crushed <br />stone was put down but there was the problem of people parking in front of other <br />people's homes and some people had put grass down and did not like people parking on <br />their grass. <br />Mr. Sturgeon the crushed stone had disappeared over the past 20 years and some people <br />have put stakes in the ground. He said he thought it would be a good idea to have some <br />public discussion on this topic. Mr. Sturgeon said he doesn't know if parking is allowed <br />on a double yellow lined street, but in Fairview Park 220th is a double yellow line and <br />parking is allowed on it. He said he also wanted to know why 231 was a double yellow <br />line as it seems like a side street. He said Alexander, Coe, and most streets where the <br />speed limit is 25 mph there is no yellow line. <br />Mr. Sturgeon also asked if there could be an update on what is happening with the <br />bathrooms at Clague Park. <br />Director Lieber said it is in the engineering process right now and when the package is <br />ready to go out to bid it will come before City Council. <br />Mr. Sturgeon asked Council to consider a public meeting to discuss W. 231St Streets <br />parking. <br />Marjorie Bowden <br />23492 Marion Rd. <br />Ms. Bowden said her concern is she was attacked by five pit bulls in her own yard on <br />May 23 and its now August and she wants to know what is going on with this issue. <br />Director Gareau said he gave an update on this earlier in the meeting and he briefly <br />highlighted what he talked about earlier. He said the one thing he forgot to mention was <br />the City did attempt to seek a warrant to enter the home in an attempt to locate the dogs <br />and the request was denied. He said in terms of timing in the earlier meeting it was <br />discussed the City server was shut down for a significant period of time. Also, our animal <br />control officer was unavailable due to illness for a period of time, there were appeal <br />rights that had to be available before further action could be taken so it is taking time, but <br />the proper actions are in place to get the relief the City is seeking carried out. Director <br />Gareau said it is going to take more time, but it is his understanding the dogs are not in <br />North Olmsted. The City will continue to aggressively enforce what it can. <br />E <br />
