Council Minutes of 8-3-2021 <br />The Committee of the Whole met on Tuesday, August 3, 2021 at 7:30 p.m. Present were <br />Councilmembers Brossard, Glassburn, Hemann, Kelly, Limpert and Williamson; Council <br />President Jones; Mayor Kennedy, Director of Human Resources Gallo, Director of Law <br />Gareau, Director of Planning and Development Lieber and guests. <br />• The Clerk of Council gave a brief update on the Ward redistricting in North <br />Olmsted. <br />• Discussed next was the City's server going down in late June and through most of <br />July causing IT to spend approximately 400 hours repairing the server. Council <br />will schedule another Committee of the Whole meeting to discuss this more. <br />Councilman Kelly asked for a moment of personal privilege. He said he had a question <br />for the administration. On Monday he got a couple of phone calls from several residents <br />on W. 231s' St between Lorain and Alexander. There were a number of vehicles that <br />received parking citations mostly regarding parking on the street and on the tree lawn. <br />One of the residents went out to talk with the police officer and was told any vehicles <br />parking on the tree lawn area would be cited and that no tire should go past the white line <br />on the edge of the street. The Police Chief told Mr. Kelly as far as he knew parking is not <br />allowed on any street with a double yellow line. At this point, the residents don't know <br />what to do because they have been parking on that side of the street for ages. Mr. Kelly <br />asked the administration if it could look into this and see what the rule is going to be <br />about parking on W. 231 and requested a moratorium on citations for people parked out <br />in front of their houses, except for very flagrant violations. Clerk Massarolo was asked to <br />check previous minutes and in 2000 and 2001, Council had actually looked at this issue <br />on W. 231st. Councilman Kelly said Director Gareau, who was a Councilman at the time, <br />had introduced legislation to prohibit all parking on the street. That was Ordinance 2000- <br />100 and it was tabled. <br />Mayor Kennedy said he will meet with the chief on this issue and get back to Council on <br />it. <br />Councilman Kelly said he had a question from a resident that they are not sure what to do <br />now as there are so many new people on the street who do park out in front of their <br />houses. Now everyone is afraid they are going to get a citation if that particular police <br />officer comes down and decide to enforce it again. <br />Mayor Kennedy asked Councilman Kelly what the Police Chief had to say as this was the <br />first he is hearing of the issue. <br />Councilman Kelly responded the Chief said some citations were made for left side of the <br />curb, but some citations were for just parking. Mr. Kelly asked the administration if the <br />City could just hold off on citations during the day when people are parked in front of <br />their house until a decision could be made about the future of parking on the street. <br />Mayor Kennedy said the City can get that done, it might have been a neighbor who <br />called, but would look into it. <br />AUDIENCE PARTICIPATION <br />3 <br />
