Council Minutes of 9-7-2021 <br />Councilwoman Williamson moved to approve CMS 21-19662 Advanced Dental Care & <br />Aesthetics located at 4780 Clague Road with the conditions imposed by the Planning & <br />Design Commission. The motion was seconded by Councilman Schumann and passed <br />unanimously. <br />Roll Call: <br />Yes: Williamson, Schumann, Glassburn, Hemann, Kelly, Brossard <br />No: None <br />Motion carried. CMS 21-19662 Advanced Dental Care & Aesthetics approved 6-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, August 24, 2021 at 7:00 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Law Gareau, Director of Planning & Community <br />Development Lieber and guests. <br />• Discussed was Ordinance 2021-49. An Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2021 and declaring an emergency, as <br />amended. Director Copfer said the transfer includes multiple benefit increases for <br />several reasons. There were changes in Dispatch to the tune of $200,000 which <br />reflect the necessary changes for the contract with Fairview Park. In Recreation <br />there was $37,800 for the pool and $8,000 for COVID refunds. The last big <br />change was $360,000 for engineering on the EQ Basin. The total change in <br />spending is $1,025,000. The Director feels confident the City will exceed the <br />budget as it was prepared with a conservative outlook. The committee voted 3-0 <br />to recommend to Council. The Director offered an amendment tonight. One is to <br />fix an error in Dispatch and the other is to add $6,000 to refunds. <br />Councilman Schumann moved to amend Ordinance 2021-49. The motion was seconded <br />by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, Glassburn, Williamson, Kelly <br />No: None <br />Motion carried. Ordinance 2021-49 amended 6-0. <br />• Discussed next Ordinance 2021-50. An Ordinance authorizing the Mayor to make <br />a limited duration, interim appointment from the current staffing complement to <br />vacancies in the position of Director of Public Safety and Director of Public <br />Service, and declaring an emergency, as amended. This legislation was offered by <br />Mayor Kennedy, but was the work of Director Gareau. It allows the Director of <br />Safety & Director of Service to be filled for the remainder of the year. It allows <br />the Mayor to appoint an Interim Director without having to come back to Council. <br />It was agreed to allow the Mayor to make the appointment from nonelected <br />Directors. The committee voted 3-0 to recommend to Council as amended. <br />3 <br />
