Council Minutes of 9-7-2021 Councilwoman Williamson moved to approve CMS 21-19662 Advanced Dental Care & Aesthetics located at 4780 Clague Road with the conditions imposed by the Planning & Design Commission. The motion was seconded by Councilman Schumann and passed unanimously. Roll Call: Yes: Williamson, Schumann, Glassburn, Hemann, Kelly, Brossard No: None Motion carried. CMS 21-19662 Advanced Dental Care & Aesthetics approved 6-0. Councilman Schumann Chairman of the Finance Committee: The Finance Committee met on Tuesday, August 24, 2021 at 7:00 p.m. Present were committee members Schumann, Brossard and Kelly; Council members Glassburn, Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of Law Gareau, Director of Planning & Community Development Lieber and guests. • Discussed was Ordinance 2021-49. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2021 and declaring an emergency, as amended. Director Copfer said the transfer includes multiple benefit increases for several reasons. There were changes in Dispatch to the tune of $200,000 which reflect the necessary changes for the contract with Fairview Park. In Recreation there was $37,800 for the pool and $8,000 for COVID refunds. The last big change was $360,000 for engineering on the EQ Basin. The total change in spending is $1,025,000. The Director feels confident the City will exceed the budget as it was prepared with a conservative outlook. The committee voted 3-0 to recommend to Council. The Director offered an amendment tonight. One is to fix an error in Dispatch and the other is to add $6,000 to refunds. Councilman Schumann moved to amend Ordinance 2021-49. The motion was seconded by Councilman Brossard and passed unanimously. Roll Call: Yes: Schumann, Brossard, Hemann, Glassburn, Williamson, Kelly No: None Motion carried. Ordinance 2021-49 amended 6-0. • Discussed next Ordinance 2021-50. An Ordinance authorizing the Mayor to make a limited duration, interim appointment from the current staffing complement to vacancies in the position of Director of Public Safety and Director of Public Service, and declaring an emergency, as amended. This legislation was offered by Mayor Kennedy, but was the work of Director Gareau. It allows the Director of Safety & Director of Service to be filled for the remainder of the year. It allows the Mayor to appoint an Interim Director without having to come back to Council. It was agreed to allow the Mayor to make the appointment from nonelected Directors. The committee voted 3-0 to recommend to Council as amended. 3
