Council Minutes of 9-7-2021 <br />Councilman Schumann moved to amend Ordinance 2021-50. The motion was seconded <br />by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Williamson, Kelly, Glassburn, Hemann <br />No: None <br />Motion carried. Ordinance 2021-50 amended 6-0. <br />Councilman Schumann asked for a moment of personal privilege. A couple mornings ago <br />in Bretton Ridge a car crashed into two cars parked in the driveway. The subject fled, <br />leaving behind a bumper and blurry security image. The police were able to take a <br />suspect into custody within a day. The chief reported this was old fashioned police work <br />to get the suspect. Kudos to the Police Department. Thank you. <br />Councilman Kelly Vice Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, August 24, 2021 at 7:43 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Law Gareau, Director of Planning & <br />Community Development Lieber and guests. <br />• Discussed was Ordinance 2021-53. An Ordinance authorizing the Director of <br />Planning & Community Development to request proposals from qualified <br />engineering firms for engineering services for the installation of a Pedestrian <br />Hybrid Beacon for the Clague Park Crosswalk Signalization Project and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into <br />an agreement with the engineer selected in the RFP process, and declaring an <br />emergency. The meeting discussed various scenarios and differences between <br />moving forward with the pedestrian Hybrid Beacon engineering by the City <br />versus a similar request combined with creating a left turn lane on Clague Road in <br />conjunction with repaving as part of a proposal for an ODOT safety grant. <br />Follow-ups were requested of Director Lieber related to the difference in <br />engineering costs for the Hybrid Beacon if self-funded versus part of the Safety <br />Grant funding. The thought would be to apply to ODOT before engineering was <br />done versus moving forward with engineering on its own. The committee voted to <br />hold the legislation in committee 3-0. <br />• Following the meeting Director Lieber notified Council ODOT had officially <br />rolled out the changes to its Safety program. Moving forward the Safety Program <br />will have abbreviated and formal applications. Formal applications will be <br />accepted once per year and abbreviated applications will be accepted quarterly. <br />The threshold for abbreviated applications has been reduced to $250,000. The <br />program has also been modified with a new threshold standard where at least 30% <br />of the crashes must result in injury or fatality. This means the turn lane at Maple <br />Ridge will no longer qualify for safety funds. However, the pedestrian <br />improvements can be considered below that threshold. The City could apply for <br />the Pedestrian Hybrid Beacon only under the abbreviated process. The next <br />E <br />
