Council Minutes of 10-19-2021 <br />Director of Finance Copfer: <br />• Director Lieber and the Finance department met to improve on the rolling five- <br />year capital plan process for the coming year and the information it provides. We <br />are also working to have some key shovel ready projects in the works in the event <br />the infrastructure bill passes Congress. <br />• The City has met with the healthcare broker for next year's renewal. Through <br />negotiation Medical Mutual reduced their initial offering for administrative and <br />stop loss insurance by nearly $30,000. That's still equating to a 10.7% increase on <br />this year's rates based on claims experienced. These fixed costs only represent <br />15% of the total cost of the healthcare plan. The claims paid represent 85% for <br />$4.4 million. The claims increase is being projected as a four percent increase <br />which is within industry norms. <br />Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health & Welfare committee met on Tuesday, October 19, 2021 at <br />7:41 p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, Hemann and Kelly; Council President Jones; Mayor Kennedy, <br />Director of Law Gareau, Director of Planning & Community Development Lieber and <br />guests. <br />• Discussed was a Liquor Permit 7750653 a transfer from Buckeye Lounge Inc <br />located at 24488 Lorain Road to Rollhouse North Olmsted LLC located at the <br />same address. There were no objections by the Police Department. The committee <br />voted 3-0 to recommend Council not object. <br />Councilman Brossard moved to not object to Liquor Permit 7750653 Rollhouse North <br />Olmsted LLC located at 24488 Lorain Road. The motion was seconded by <br />Councilwoman Williamson and passed unanimously. <br />Roll Call: <br />Yes: Brossard, Williamson. Liquor Permit 7750653 Rollhouse North Olmsted LLC not objected to 7- <br />0. <br />AUDIENCE PARTICIPATION <br />None. <br />LEGISLATION <br />Resolution 2021-59 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to advertise for bids for the award of a contract to <br />purchase concrete materials and related supplies for the year 2022, as detailed in the <br />specifications on file with the Engineer, and authorizing the Mayor, following approval <br />of the Board of Control, to contract for the same with the lowest and best bidder. <br />
