Council Minutes of 11-16-2021 <br />Motion carried. Liquor permit 0077701 AE Pro LLC not objected to 5-0. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, November 10, 2021 <br />at 7:03 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Council members Glassburn, Hemann and Kelly; Council President Jones; Director of <br />Human Resources Gallo, Director of Law Gareau, Director of Planning & Community <br />Development Lieber and guests. <br />• Discussed first was Resolution 2021-64. A Resolution authorizing the Director of <br />Human Resources to solicit proposals from qualified lawn care service providers <br />to perform nuisance abatement work for 2022 and 2023, and further authorizing <br />the Mayor, subject to approval of the Board of Control, to enter into a contract for <br />lawn care services. Director Gallo said this is to seek proposals to perform <br />nuisance abatement services for 2022 and 2023. While this is a standard <br />procedure, this is for a two-year contract rather than a standard one year. <br />Suspension was requested so proposals can be immediately sought. The <br />committee voted 3-0 to recommend to Council with suspension. <br />• The committee also heard CMS 21-20558 Smoke City Vape located at 24137 <br />Lorain Road. The applicant is looking to expand from the sale of just vape <br />products to other smoking products including tobacco and is asking Council to <br />remove the 2019 restriction associated with the conditional use permit. The <br />committee voted 3-0 to hold in committee so additional information could be <br />obtained. <br />Councilman Limpert said there was a Landmarks meeting last Monday and they are <br />continuing the pursuit of a landmark designation for Springvale. <br />AUDIENCE PARTICIPATION <br />None. <br />LEGISLATION <br />Resolution 2021-65 introduced by Mayor Kennedy was given its third reading. A <br />Resolution dispensing with the formal RFP process and authorizing the Mayor to enter <br />into an agreement with PRADCO to provide pre-employment testing and police and fire <br />promotional testing services, and declaring an emergency. Councilman Limpert moved <br />for adoption. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. <br />Roll Call: <br />Yes: Limpert, Williamson, Hemann, Glassburn, Kelly <br />No: None <br />Motion carried. Ordinance 2021-65 adopted 5-0. <br />k <br />
