Director Gareau said he did not have one off the top of his <br />head as it is dealing with structural repairs to the garage as well as the skin of the building <br />being redone. He said it would be several hundred thousand dollars and he didn't think it <br />exceeded a million dollars at this point, but the full scope of repairs hasn't been submitted <br />yet. The City knows what it wants them to do, but if they were going to do what was <br />asked to be done, it wouldn't be talked about five years after we asked them to. He said, <br />once Rocky River found out there was a case downtown, they .kind of deferred to <br />downtown and that's not what the City had hoped would happen. The City had hoped the <br />criminal process could go at the same time dealing with the civil action downtown. <br />Councilwoman Hemann asked why it wouldn't all be handled downtown. Director <br />Gareau said the criminal case predates the civil case by four years. The City isn't <br />precluded from pursuing both remedies. The City wants to just get the problems fixed. <br />Councilwoman Hemann asked why the building has not been closed. Director Gareau <br />said the City has not moved to close the entire building at this time. Councilwoman <br />Hemann asked why not as it's been five years. Director Gareau said condemning the <br />building is a pretty drastic measure. Councilwoman Hemann said she gets pretty drastic <br />complaints. Director Gareau said the City has made the decision not to condemn the <br />building in conjunction with working with Mr. Grusenmeyer. Councilwoman Hemann <br />said the elevator being broken for three years was a problem. Director Gareau said he did <br />not know anything about an elevator being broken for three years. <br />Director of Finance Copfer: <br />• Ordinance 2021-69 is the temporary budget for 2022. It's a third of the budget <br />and gives the City enough spending to get the City through the end of March if it <br />takes that long to pass the permanent budget. The new administration will be <br />presenting a new detailed budget in February of 2022 that must be passed by <br />March 31, 2022. There will be budget hearings during that time. <br />Councilwoman Williamson Vice Chairwoman of the Public Safety, Health and Welfare <br />Committee: <br />The Public Safety, Health & Welfare committee met on Tuesday, November 16, 2021 at <br />7:42 p.m. Present were committee members Williamson and Limpert; Council members <br />Glassburn and Kelly; Council President Jones; Director of Finance Copfer, Director of <br />Planning & Community Development Lieber and guests. <br />• Discussed was a Liquor Permit transfer number 0077701 for AE Pro LLC DBA <br />Franks Place located at 4862 Dover Center Road. The Police Department had no <br />objections. The committee voted 2-0 to not object. <br />Councilwoman Williamson moved to not object to Liquor Permit 0077701 AE Pro LLC <br />DBA Franks Place located at 4862 Dover Center Road.
