Council Minutes of 12-07-2021
been broken for three years. He said he wasn't sure what her response was
suggesting after he said he was not aware of the issue and he felt he needed to
respond. Director Gareau said his comment, he had no knowledge of an elevator
being broke for three years is accurate because the City has no record of such an
issue. He proceeded to discuss the issues, totaling three, the City does have
regarding issues with the elevator. He discussed each of the issues. He also
discussed another time Councilwoman Hemann asked about the elevators a year
ago and what steps the City took to look into it after she raised it. He said all three
elevators have been inspected by the State of Ohio as recently as October of this
year and all are in working order. He said the suggestion by the Councilwoman is
not accurate and any complaints received were immediately looked into.
Councilwoman Hemann thanked the Director of Law for looking into the issue and that
she looked forward to the six pieces of legislation she had to withdraw and she hopes
they can be written.
Director of Finance Copfer:
• No report.
Councilman Brossard Chairman of the Public Safety, Health and Welfare Committee:
The Public Safety, Health & Welfare committee met on Tuesday, November 23, 2021 at
7:01 p.m. Present were committee members Brossard and Limpert; Council members
Glassburn, Hemann, Kelly and Schumann; Council President Jones; Director of Finance
Copfer, Director of Law Gareau, Director of Planning & Community Development
Lieber and guests.
• Discussed first year Ordinance 2021-73. An Ordinance authorizing the Mayor to
enter into an agreement with Cuyahoga County and the Cuyahoga County Court
of Common Pleas, Juvenile Division, wherein the City will continue to implement
a Community Diversion Program to hear status, misdemeanor, or felony offense
complaints involving juveniles through December 31, 2023, and declaring an
emergency. This was presented by Chris Allegra. She indicated the county
actually got the contract to the City much quicker than years past. The funding is
going to $15,200 over two years, which comes to approximately $200 per youth.
There was little conversation as it is something the City tries to do each year. The
only difference between this contract and the last one is some minor language
changes. The committee voted 2-0 to recommend to Council with suspension.
• Discussed next was Resolution 2021-75. A Resolution authorizing the Mayor to
enter into a one year contract with Procare Services in order to provide
maintenance and repair services for medical equipment used by the North
Olmsted Fire Department, and declaring an emergency. This was presented by
Director Lieber and is an annual maintenance contract for the Fire Department
covering about 22 pieces of equipment. The price is on par with last year. The
committee voted 2-0 to recommend to Council.
2
