Exhibit A. <br />CHAPTER 167 <br />Department of Human Resources <br />167.01 Establishment. <br />167.02 Director of Human Resources. <br />167.03 Administrative Secretary to the Director of Human Resources. <br />167.04 Employment Specialist. <br />167.05 Division of Information Technology; Network Administrator. <br />167.06 Division of Building. <br />167.07 Petty Cash Fund. <br />167.99 Composition and organization of the Department of Human Resources <br />167.01 ESTABLISHMENT <br />Pursuant to the authority of Charter, Article V, Section 1, there is hereby established a <br />Department of Human Resources. The staffing of the Department of Human Resources is <br />hereby established and is reflected in the organizational chart for the Department of Human <br />Resources contained in Section 167.99(a), which is incorporated herein as if fully rewritten. <br />167.02 DIRECTOR OF HUMAN RESOURCES. <br />The Department of Human Resources shall be headed by a Director of Human Resources. <br />(a) Appointment Term Removal and Qualifications The Director shall be a full-time <br />employee appointed by the Mayor, which appointment and term shall be governed by Charter <br />Art. III, §5(a). The Mayor may remove the Director with the concurrence of two-thirds (2/3) of <br />the members of Council eligible to vote. <br />The Director shall have a Bachelor or Master's degree in Human Resources Management, Public <br />Policy or related field, with at least two years experience working in human resources for a <br />governmental agency. <br />(b) Duties. The Director of Human Resources shall have the following responsibilities which <br />may from time to time be added to or diminished by the Mayor and/or Council <br />(1) Personnel. The Director shall recommend, evaluate, and participate in Staff <br />Development for the City. She or he shall coordinate recruitment efforts with directors and <br />division heads, accept resumes and applications, interview and assist with the financial decision <br />process. The Director shall develop a master employment application form which shall be used <br />in all departments containing vital information necessary to administer the personnel records of <br />the City. The Director shall also maintain a file of such records, which file shall include for each <br />employee, evaluations, rewards, disciplinary actions, commendations and any other <br />
